17.9 <br /> <br />August 9, 1988 <br /> <br /> On, mo%ion of:Mr..Simpson_and.seconded by Mr..Hawks, the <br />following ordinance was approved~on first reading, and the <br />transfer.of ~47,997 from the Emer~Jency Budget<Contingency, was <br />granted as requested, and was adopted by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $214,010 FROM THE GENERAL <br /> FUND FOR 20 ADDITIONAL POSITIONS IN THE PORTSMOUTH <br /> - SH.EBIFF'S DEPARTMENT." - ~ <br /> <br /> 88.-310 - Letter from the city Manage~ recommending adoption <br />~.an-.ordinance to appropriate $427,00Q<fr.om t%e U.S. Department <br />of Housing and Urban Development and Virginia Housing Development <br />Auth~Lt.~ ~or the 1988 Rental Rehabilitation P~ogram. <br /> <br /> ..".The >U~. S. Department of~.Housing_& Urban .Development and the <br />Virginia Housing Developmenn Authority have allocated the City of <br />Portsmouth $427,000 in Rental Rehabilitation Program funds for <br />fis~a~ year~s,1986, 1987 and.1988 <br /> <br /> LQcally, the Rental Rehabilitation Program ~s administered by <br />the Portsmouth Redevelopment & Housing ~uthori.ty. Owners of <br />rental property in Brighton, Prentis Park, Cradock, Park View, an¢ <br />Truxtun are eligible to participate in the program. Since 1984, <br />106 rental units have been renovated and occupied by lower income <br />families through this program, including the 96 unit Bay City <br />Apartme.nts..on Lincoln-S~reet. <br /> <br /> FY~1988 marks the beginnin~ of a,major change.in the Rental <br />Rehabilitation Program that~should prove ~eneficial to owners, <br />tenants:~ and the City of Por{smouth~ HUD has'~raised the maximum <br />grants from $5,000 per unit. The new maxlmum subsidy, is $5,000 <br />per uni% with no bedrooms, $6,500 per unit with one bedroom, <br />$7,500~ per unit with two.bedrooms, and $8)500 per unit with three <br />or.more bedrooms. Owners will still be requ~ired to match the <br />subsidy dollar for dollar. <br /> <br /> I recommend your approval of the 1988 Rental Rehabilitation <br />Program and adoption of the attached ordinancei~o appropri.ate <br />$427,000." <br /> <br /> On motion o~ Mr. Simpson and seconded by Mr. Hawks, the <br />fo'l.lowin~-.or<dinance was a~pp~ve~on~first.rea~ing~ and by <br />unani~aou~.-~ote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $427,000 FROM THE <br /> .COMMUNITY DEVELOPMENT FUND FOR THE 1988 RENTAL <br /> REHABILITATION PROGRAM." <br /> <br /> 88~311:- Letter Brom the City Manager rec6mmending adoption <br />of an ordinance to appropriate $1,.708,000 for the installation of <br />brick sidewalks, decorative street light, tree planters and street <br />improvements on High Street from Washington' and Chestnut and that <br />the construction.contract be awarded to Major T. Archbell, Inc. <br /> <br /> "The 1987-92 Capital Improvement-Program_includes funds for <br />Streetscape, Phase IV. This phase of the Priority Action Plan <br />involves installatio~ of new curb and gutter,, brick sidewalks, <br />decorative street lights, tree planters and replacement of the <br />streets from Washington Street to Chestnut Street. <br /> <br /> <br />
