Mr. Morrison presented <br /> <br /> - REPORTS FROM THE CITY MANAGER <br /> <br /> 88-309 - Letter from the City Manager recommending <br />adoption of an ordinance appropriating $214,0f~!6 on first <br />reading and to approve a transfer of $47,997 from the Emergency <br />Budget Contingency to fund twenty additional positions in the <br />Sheriff's Department. <br /> <br /> "As a result of Governor Baliles' response to overcrowded <br />conditions in various jails throughout the Commonwealth, the <br />Sheriff has been notified that he is authorized to hire a total <br />of twenty new personnel consisting of nineteen new correctional <br />officers and one new classification officer. The State <br />Compensation Board has further notified the Sheriff that the 19 <br />correctional officers are considered temporary positions and <br />are funded only through June 30, 1989. Continued funding will <br />depend upon actions taken by the General Assembly in their next <br />session. Upon hiring these employees, I have requested the <br />Sheriff to have them sign a statement recognizing that the <br />9vailability of funding is for one year only. <br /> <br /> The correctional officer positions are reimbursed by the <br />Compensation Board fully; however~ there are some benefits <br />which are not reimbursed. The classification officer is a <br />shared expense. All positions however,, are included on the <br />City's payroll and appropriation is therefore required. I have <br />prepared the attached breakdown of funding for your <br />information. <br /> <br /> I therefore recommend that the City Council favorably <br />consider a motion to approve an ordinance appropriating <br />$214,0~0 on first reading and to approve a transfer of $47,997 <br />from the Emergency Budget Contingency to fund the City's share <br />of these additional positions." <br /> <br /> <br />
