September 13, 1988 <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, to accept <br />the grant award from the Division of Litter Control and.that <br />authorization be granted to transfer $8,495 from the Grants <br />Contingency Account, and was adopted by unanimous vote. <br /> <br /> 88-347 - Letter from the City Manager recommendin~ <br />adoption of a motion to authorize the ~tty P~rchas ng Agent or <br />his designee to purchase motor.vehicleS at public auction <br />pursuant to Section 11-129(15) of the Code of the City of <br />Portsmouth. <br /> <br /> "The Virginia General 'Assembly in its most recent session <br />passed an.amendment to the State Public Procurement Act, and <br />City Council~kdopted the same amendment. This new provision <br />allows,for motor vehicles to be purchased at public auctions. <br />This action Will ?S especially usefui to the City of Portsmouth <br />for the following: (1) it will facilitate the purchase Of <br />police undercover vehicles (2) further maximize ta~dotlars <br />spent on vehicles, because!there are instances where a used <br />vehicle ~an serve the need as well as a new vehicle at a lower <br />cost, and (~)~the lead time, for obtaining vehicles can be <br />shortened. <br /> <br /> Competitive sealed bids wil~ bemused the majority of the <br />time to purchase motor vehicles, however, the use o~ public <br />auctions will provide a means for a more effective government. <br />Therefore, I recommend approval of a motion authorizing the <br />City Purchasing Agent to purchase motor v~hictes at public <br />auctions." <br /> <br /> Mot~Qn of Mr. Simpson and seconded by Mr. Barnes, that <br />authorization be granted to the City Purchasing Agent or his <br />designee to purchase motor vehicles at public auction~ as <br />requested, and was adopted by unanimous vote. <br /> <br /> 88-348 - Letter from the City Manager recommending <br />adoption ~f a motion for the City Treasurer to refund <br />(without~interest] overpayments of personal property taxes. <br /> <br /> "The City Treasurer is requesting the following refunds <br /> (without interest) for overpayments of Personal Property Taxes. <br /> (see attached list) <br /> <br /> I recommend that Council adopt this motion and the refunds <br />be granted." <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, that the <br />refunds be granted, (without interest), as requested, and was <br />adopted by unanimous vote. (See Exhibit 88-348) <br /> <br />- NEW BUSINESS - <br /> <br /> 88-350 - Councilman Corprew offered the <br />nominations for appointments to the following <br />Boards/Commissions: <br /> <br />following <br /> <br />BOCA Fire Code Board of Appeals <br /> <br /> Richard Alexandra was appointed for a term of three years, <br />effective October 1, 1988, replacing David R. Wells, G. R. <br />Davis, Jr., was reappointed for a term of three years. <br /> <br /> <br />
