September 13, 1988 Motion of Mr. Gray and seconded by Mrs. Lucas, to accept the grant award from the Division of Litter Control and.that authorization be granted to transfer $8,495 from the Grants Contingency Account, and was adopted by unanimous vote. 88-347 - Letter from the City Manager recommendin~ adoption of a motion to authorize the ~tty P~rchas ng Agent or his designee to purchase motor.vehicleS at public auction pursuant to Section 11-129(15) of the Code of the City of Portsmouth. "The Virginia General 'Assembly in its most recent session passed an.amendment to the State Public Procurement Act, and City Council~kdopted the same amendment. This new provision allows,for motor vehicles to be purchased at public auctions. This action Will ?S especially usefui to the City of Portsmouth for the following: (1) it will facilitate the purchase Of police undercover vehicles (2) further maximize ta~dotlars spent on vehicles, because!there are instances where a used vehicle ~an serve the need as well as a new vehicle at a lower cost, and (~)~the lead time, for obtaining vehicles can be shortened. Competitive sealed bids wil~ bemused the majority of the time to purchase motor vehicles, however, the use o~ public auctions will provide a means for a more effective government. Therefore, I recommend approval of a motion authorizing the City Purchasing Agent to purchase motor v~hictes at public auctions." Mot~Qn of Mr. Simpson and seconded by Mr. Barnes, that authorization be granted to the City Purchasing Agent or his designee to purchase motor vehicles at public auction~ as requested, and was adopted by unanimous vote. 88-348 - Letter from the City Manager recommending adoption ~f a motion for the City Treasurer to refund (without~interest] overpayments of personal property taxes. "The City Treasurer is requesting the following refunds (without interest) for overpayments of Personal Property Taxes. (see attached list) I recommend that Council adopt this motion and the refunds be granted." Motion of Mr. Gray and seconded by Mrs. Lucas, that the refunds be granted, (without interest), as requested, and was adopted by unanimous vote. (See Exhibit 88-348) - NEW BUSINESS - 88-350 - Councilman Corprew offered the nominations for appointments to the following Boards/Commissions: following BOCA Fire Code Board of Appeals Richard Alexandra was appointed for a term of three years, effective October 1, 1988, replacing David R. Wells, G. R. Davis, Jr., was reappointed for a term of three years.
