<br />November 23. 2010 <br /> <br />"ORDINANCE APPROPRIATING IN THE FY 2010-11 BEHAVIORAL HEAL THCARE <br />SERVICES FUND ADDITIONAL FUNDS IN THE AMOUNT OF $12,416 ALLOCATED <br />BY THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES TO THE PORTSMOUTH DEPARTMENT OF <br />BEHAVIORAL HEAL THCARE SERVICES TO PURCHASE MEDICATIONS FOR <br />INDIGENT SEVERELY MENTALLY ILL INDIVIDUALS." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />10 - 537 - Adoption of an ordinance to transfer $1,808,439 from the FY 2010-11 <br />General Fund undesignated and unreserved fund balance to various FY 2010-11 <br />Operating Budget Funds for the purpose of making one-time 3% bonus payments to <br />general wage City employees and to Constitutional Officers and their employees and <br />a one-time 1.5% bonus payment to retirees of the Portsmouth Supplemental <br />Retirement System and the Fire and Police Retirement System. <br /> <br />Background: <br />. City Council adopted a resolution on May 11, 2010 declaring its intent to use a <br />portion of remaining FY10 year-end funds in excess of the undesignated and <br />unreserved General Fund balance above the 15% policy minimum, if any would be <br />available. The excess would be first designated for a one-time 3% bonus to general <br />wage employees and 1.5% bonus for retirees, and then to replace bond funding for <br />cash funding of the Capital Improvement Plan (CIP) for FY11. <br /> <br />Discussion: <br />. The City's audited FY10 Comprehensive Annual Financial Report reflects <br />sufficient excess above the policy limit to grant the bonuses as outlined in May 2010. <br />. In order to be eligible for the bonus payment, general wage City employees and <br />Constitutional Officers and their employees must: <br />o have been non-probationary as of June 30, 2010; and, <br />o continue to be employed as of November 23, 2010; and, <br />o the bonus will be based on their October 1, 2010 base salary <br />. The bonus payments are not pensionable wages; that is, the bonuses will be <br />excluded from average final compensation calculations thereby will not negatively <br />impact the City's pension liabilities for City retirement plans or VRS. <br />. Bonus payments are subject to Federal and State income tax withholdings and <br />are reportable income for W-2 purposes. The City's employer share of FICA is included <br />in the transfer. <br />. Bonus payments will be issued as a separate payroll on December 3, an off- <br />payroll cycle Friday. <br />. Retirees will receive an accounts payable check also on December 3, however it <br />will not be a payroll check, and therefore retirees will receive a 1099 for 2010. Eligible <br />retirees are those who retired on or before November 1, 2010. <br />. This is a companion City Manager's Report (CMR) on the November 23, 2010 <br />agenda that appropriates $2M to the Capital Improvement Fund. <br />. The appropriation from the General Fund FY10 undesignated unreserved fund <br />balance will be as follows: <br />o General Fund - $789,495 for active employees <br />o General Fund - $360,302 for retirees <br />o Behavioral Healthcare Services Fund- $128,037 <br />o City Garage Fund - $35,755 <br />o Comprehensive Services Fund - $4,398 <br />o Information Technology Fund - $49,077 <br />o Golf Fund - $18,732 <br />o Parking Authority Fund - $6,804 <br />o Public Utility Fund - $125,559 <br />o Risk Management Fund - $4,284 <br />o Stormwater Management Fund - $16,671 <br />o Social Services Fund - $209,637 <br />o Waste Management Fund - $59,688 <br />
