Acquire additional fire protection equipment and continue to provide necessary <br />training for our fire personnel. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING AN AID TO LOCALITIES 2011 GRANT IN THE AMOUNT <br />OF $285,837 FROM THE VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2010-11 GRANTS FUND FOR <br />IMPROVED FIRE SERVICE IN THE CITY." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />10 - 536 - Adoption of an ordinance appropriating in the FY 2010-11 Behavioral <br />Healthcare Services Fund additional funds in the amount of $12,416, allocated by the <br />Virginia Department of Behavioral Health and Developmental Services to the <br />Portsmouth Department of Behavioral Healthcare Services, to purchase medications for <br />indigent severely mentally ill individuals. <br /> <br />Background: <br />. In September 2009, Governor Kaine implemented a 15% reduction to the budget <br />of the DBHDS Central Office. The reduction resulted in the termination of prescription <br />services on November 1, 2009 and the closing of the DBHDS Community Resource <br />Pharmacy (CRP) on January 1, 2010. The CRP formerly provided medications to <br />indigent Seriously Mentally III individuals through a state funding formula for each local <br />Community Services Board. Since the closing of the CRP, local Community Service <br />Boards have made temporary arrangements with various pharmacies to purchase <br />medications while long-term pharmaceutical arrangements are procured. <br /> <br />Discussion: <br />. BHS continues to manage short-term pharmacy services for its consumers while <br />exploring long-term alternatives with pharmacy companies. It is crucial that the funding <br />provided by DBHDS to purchase these medications continues. BHS is working closely <br />with the Department of Procurement to expedite both the short and long-term <br />procurement of pharmacy services. <br />. The additional FY11 funding being provided by DBHDS to BHS of $12,416.00 is <br />to augment the very costly provision of much needed medication coverage for indigent <br />consumers. <br /> <br />Financial Impact: <br />.
