<br />At a Regular Meeting of the City Council on Tuesday, November 9, 2010, there
<br />were present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr.,
<br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, *Dr. Curtis E. Edmonds, Sr.,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />Reverend Gregory Yancey, Sr., opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes
<br />of a Called Meeting of October 25, 2010, of a Called Meeting of October 26, 2010, and
<br />of a Regular Meeting of October 26, 2010, and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Heretick, Moody, Randall, Whitehurst, Wright
<br />Nays: None
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Heretick, to change the order of
<br />business by adding an item to the agenda pertaining to the appointment of a Council
<br />member, and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Heretick, Moody, Randall, Whitehurst, Wright
<br />Nays: None
<br />
<br />Motion by Mr. Cherry, and seconded by Mr. Moody, to appoint Dr. Curtis E.
<br />Edmonds Sr., as City Councilman, effective November 9, 2010 for a term expiring
<br />November 8, 2011, and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Heretick, Moody, Randall, Whitehurst, Wright
<br />Nays: None
<br />
<br />*Councilman Curtis E. Edmonds, Sr. was administered the Oath of Office by
<br />Judge Johnny Morrison.

<br />10 - 513 - Presentations:
<br />
<br />. Presentation of certificate by Vice Mayor Whitehurst on behalf of the Cradock
<br />community to the Mayor Wright.
<br />
<br />. Presentation to former Councilwoman Elizabeth M. Psimas for faithful City Council
<br />Service.
<br />
<br />. Presentation of special lapel pins to newly appointed boards and commissions
<br />members.

<br />
<br />10 - 514 - Public hearing on a code amendment application:
<br />
<br />CA-10-01
<br />
<br />CITY WIDE - The City of Portsmouth, proposes technical code
<br />amendments to the provisions of the City's Zoning Ordinance, Chapter
<br />40.1 of the City Code, and modifications to the regulations dealing with
<br />liquor stores throughout the City. Vision Principle: Bold New Directions.
<br />
<br />1. Walter Bell, 236 Maryland Avenue, voiced his concern with what he believes are
<br />contradictions in the zoning ordinance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to defer consideration of
<br />item CA-10-01 to the November 23,2010 City Council meeting, and was adopted by the
<br />following vote:
