November 8, 1988 <br /> <br /> At a regular meeting of the City Council held on Tuesday, <br />November 2, 1988, there were present: <br /> <br /> Mayor Gloria O. Webb, Jack P. Barnes, E. G. Corprew, Jr., <br /> J2 Robert Gray,-James C. Hawks, L. Louise Lucas, <br /> J. Herbert Simpson, George L. Hanbur¥~ II, 'City Manager, <br /> Steven Lieberman, City Attorney. <br /> <br /> Rev. Alan Moor, Pastor of.Alexander Baptist Church, opened <br />the meeting with prayer, followed by the Pledge of Allegiance <br />to the Flag. <br /> <br /> Motion of Mr. Simpson and seconded by Mrs. Lucas, minutes <br />of the called meeting of October 20, 1988; minutes of a called <br />meeting of October 25, 1988; and minutes of the regular meeting <br />of October 25, 1988, to be approved as received, and was <br />adopted by unanimous vote. <br /> <br />Mayor Webb welcomed all visitors in attendance. <br /> <br /> 88-436 - Mayor Webb presented a framed poster to Suzi <br />Arden for her contribution to the "Buffalo Bill Wild West <br />Festival". <br /> <br />Days <br /> <br /> 88-437 - Public Hearing on 1988-93 Capital Improvement <br />Program was held. <br /> <br /> The following members of the Planning Commission were <br />present: <br /> <br />Vann Lefcoe, Chairman, J. Douglas Powell, Samuel Perry, <br />and Raymond Turner. <br /> <br />Mayor Webb offered the following statement: <br /> <br /> "I am pleased tonight to welcome the members of the <br />Planning Commission, who are joining us in a joint public <br />hearing on the 1988-93 Capital Improvement Plan, better known <br />as the CIP. A Capital Improvement Plan is a planning document <br />which, once it has been adopted by the City Council, serves as <br />a guide for public improvements to streets, schools, water and <br />sewer lines, public buildings, and other elements of the <br />physical structure of the City. Generally speaking, each <br />Capital Improvement Project should have a minimum life <br />expectancy of 20 years. The reason for this is that most CIP <br />projects are financed by General Obligation Bonds, which are <br />paid for over a twenty year period. Obviously, we don't want <br />to be paying for a project long after is has outlived its <br />usefulness. <br /> <br /> The CIP is so important because the decisions we make have <br />a long lasting impact on the future development of this City. <br />Therefore, we want very much to insure that every interested <br />person has an opportunity to speak to the City Council. <br /> <br /> We do not plan to take any action tonight, because we will <br />want to be able to consider any comments we receive at this <br />public hearing. In addition, we will need to receive a <br />recommendation from the Planning Commission prior to taking any <br />action. <br /> <br /> <br />
