O'Kanet Director of <br />Public Works, an opportunity has presented itself for me to <br />recognize existing managerial talent, as well as reallocate <br />equipment and personnel to improve upon the efficiency and <br />effectiveness of municipal services. <br /> <br /> Under Mr. O'Kane, the Department of Public Works included <br />seven separate divisions totaling over 230 employees. By <br />expanding the duties of the Directors of General Services and <br />Housing Services and Community Development, I am able to transfer <br />the responsibility of 'several program~areas to their supervision. <br />My proposal is to have ~treet Sweeping and Bulk Refuse, as well ag <br />Solid Waste Collection and Landfill report to the Director of <br />General Services. It is also my proposal to have the Department <br />of Inspections report to Housing Services under the new <br />departmental title of Environmental Services. The Department of <br />Public Works will retain Traffic Engineering, City Engineering, <br />Highways, Streets, Bridges, Drainage and Mosquito Control and will <br />report to the current City Engineer, Mr. Richard Hartman. <br /> <br /> As a result of this reorganization one senior management <br />position will be eliminated. Each of the three directors: <br />Mr. Richard A. Hartman, Mrs. Marilee Hawkins and Mr. Luke McCoy <br />will receive equivalent to a 10% pay increase for their increased <br />responsibilities. There will be several other program <br />adjustments; principally, the Grants and Community Development <br />functions will report to the Department of Department of <br />Management Services and staffing for the Clean Community <br />Commission to the Department of Parks and Recreation. <br /> <br /> <br />
