The two-year estimate for property taxes is $16,000. <br /> <br /> I feel'the reasons for justifying the'project as outlined <br />in my January 8, 1987 correspondence' s~fll applies; and, as such <br />would recommend City·Council's approval of t~he following: <br /> <br />Ordinance appropriating $16,000 from the CIP for an <br />option to purchase the site from the Portsmouth <br />· Industrial Foundation~ <br /> <br />(B) Motion to authorize the City Manager to execute an <br /> option agreement with the Portsmouth Industrial <br /> Foundation." <br /> <br /> (A) Motion of Mr. Gray and seconded by Mr. Barnes, the <br />following ordinance was approved on first reading and by a 5-1 <br />vote (nay - Corprew): <br /> <br /> "AN ORDINANCE TO APPROPRIATE $16,000. FROM THE'CAPITAL <br />IMPROVEMENT FUND FOR AN OPTION TO PURCHASE FROM THE PORTSMOUTH <br />INDUSTRIAL FOUNDATION, INC. A SITE FOR THE NEW CHURCHLAND HIGH <br />SCHOOL." <br /> <br /> {B) Motion of Mr. Gray and seconded by Mr. Hawks, to <br />authorize the City manager to execute an option agreement with <br />the Portsmouth Industrial Foundation, and was adopted on first <br />and final reading and by a 5-1 vote (nay - Corprew). <br /> <br /> 88-464 Letter from the City Manager recommending adoption <br />of a motion to accept the award of $10,000 from the Virginia <br />Department of Mental Health, Mental Retardation and Substance <br />Abuse Services to be used to develop and implement a local <br />planning council for handicapped infants, toddlers, and 5he~r <br />families and to transfer $10,000 from the Grants Contingency <br />Account. · ' . ~ ~ ~ ~ - ' <br /> <br /> "I am pleased to report that the Virginia Department of <br />Mental Health, Mental Retardation and Substance Abuse Services <br />has awarded the City of Portsmouth a grant of $10,'000. The <br />grant, to be administered by the Community Services Board, will <br />be used to develop and implement a local planning council for <br />handicapped infants, toddlers', and their families. <br /> <br /> Support for handicapped children's services has been shown <br />by many public and private agencies within the area including <br />the school system, the departments of public health and social <br />services, Children's Hospital of the King's Daughters, Friends <br />of Children's Services, Old Dominion University Technical <br />Assistance Center and 'private physicians. Although current <br />relationships exist with these agencies, ·services to handicapped <br />and at-risk infants and toddlers and their families will·be <br />enhanced by this multi-disciplinary, planning council. <br /> <br /> The grant amount of $10,000 represents 100% state funding <br />and no local match is required. I highly recommend your support <br />of this project and the transfer of $10,000 from the Grants <br />Contingency Account to support project activities." <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Barnes, to accept <br /> the award from the Virginia Department of Mental Health, Mental <br /> Retardation and Substance Abuse Services and to transfer $10,000 <br /> from the Grants Contingency Ac&ount~ and was adopted on-first <br /> and final reading by unanimous vote. <br /> <br /> <br />
