<br />October 26. 2010 <br /> <br />WHEREAS, if approval is granted to expand the services to be provided by <br />DBHS, the Department intends to provide the services on a trial basis for one year and <br />to assess the long-term needs and costs for the expanded program at the conclusion of <br />the year. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby approves the expansion of the Portsmouth Department of <br />Behavioral Healthcare Services responsibilities to become regional provider of juvenile <br />competency restoration services for Health Planning Region V." <br /> <br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst, Griffin <br />Nays: None <br /> <br />10 - 495 - Adoption of a resolution authorizing the City Manager to execute a <br />Memorandum of Understanding with the Southeast Virginia Community Foundation <br />accepting the donation of Pokey Smokey II and providing for City operation and <br />maintenance of the train. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. For many years the Department of Parks, Recreation and Leisure Services <br />(DPRLS) operated Pokey Smokey, a miniature train ride at Portsmouth City Park. In <br />2006, the City sold the coal-fired steam engine and coaches, and the funds from the <br />sale were deposited with the Portsmouth Community Foundation (now the Southeast <br />Virginia Community Foundation (SVCF)) to be used toward purchase of a new train <br />("Pokey Smokey II"). <br />. SCVF has raised sufficient funds and is prepared to purchase a new engine and <br />coach for donation to the City. After consulting with DPRLS, SVCF has selected a <br />gasoline-powered C.P. Huntington replica train manufactured by Chance Morgan, which <br />will take approximately six months to deliver. SVCF continues to raise funds for the <br />second coach and may be able to order it in time for the same delivery date in the <br />Spring of 2011. <br /> <br />Discussion: <br />. The proposed Memorandum of Understanding (MOU) specifies the obligations of <br />SVCF and the City for the donation, operation and maintenance of Pokey Smokey II. <br />Briefly, the MOU states that SVCF will purchase and transfer ownership of the train to <br />the City. The City will accept the donation and operate and maintain Pokey Smokey II at <br />its train facility at City Park in a manner similar to its prior operation of the original Pokey <br />Smokey. <br /> <br />Financial Impact: <br />. There is no City cash match required to accept the donation. Based on $2/ride <br />and an estimated 3,390 riders for the remainder of the fiscal year, Pokey Smokey II will <br />generate $6,780 in revenue for FY11.
