<br /> At a Regular Meeting of the City Council on Tuesday, August 8, 2000,
<br />there were present:
<br />
<br />Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas
<br />Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Deputy City Manager H.
<br />Timothy Little, City Attorney G. Timothy Oksman.
<br />
<br /> Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which
<br />was followed by the Pledge of Allegiance to the Flag.
<br />
<br />Vice Mayor Griffin called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minutes
<br />of a Called Meeting on July 25, 2000, and a Regular Meeting on July 25, 2000, and a
<br />Called Meeting on July 31, 2000, and was adopted by unanimous vote.

<br />00 - 190 - Presentation:

<br />Proclamation presented to Mary Ann Thrasher for "Child Support Enforcement
<br />Month".
<br />
<br />- Public Hearing -
<br />
<br />00 - 191 - Public hearing on use permit, street closure and code amendment
<br />applications:
<br />
<br />(a) UP-00-13
<br />
<br />OLDE TOWNE NEIGHBORHOOD Ronald and Verle Weiss
<br />request a use permit to operate a bed and breakfast at 201 North
<br />Street.
<br />
<br />1. Ron Weiss, 201 North Street, spoke in support of the use permit.
<br />
<br />2. Michelle Weiss, 108 London Street, representing the Olde Towne Civic League,
<br /> spoke in support of the use permit.
<br />
<br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to concur with the
<br />recommendation of the Planning Commission that UP-00-13 be approved on first
<br />reading, and was adopted by unanimous vote.

<br />(b) S-00-03
<br />
<br />BRIGHTON/PRENTIS PARK NEIGHBORHOOD - Ordinance
<br />
<br />granting the request of Faith Evangelical Church for the closure of
<br />an unimproved portion of Henry Street.
<br />
<br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to adopt the following ordinance,
<br />and was adopted by the following vote:
<br />
<br />"AN ORDINANCE CLOSING AND VACATING A PORTION OF HENRY STREET."
<br />
<br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst
<br />Nays: None

<br />(c) CA-00-04
<br />
<br />CITYWIDE - The City of Portsmouth requests a code amendment
<br />to amend Section 40-41 of the Zoning Ordinance in order to create
<br />a new zoning district for Business Park Centers.
<br />
<br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on changing the zoning
<br /> ordinance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the
<br />recommendation of the Planning Commission that CA-00-04 be approved on first
<br />reading, and was adopted by unanimous vote.
