2~ 2 Auqust 8~ 2000 At a Regular Meeting of the City Council on Tuesday, August 8, 2000, there were present: Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas Berm III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Deputy City Manager H. Timothy Little, City Attorney G. Timothy Oksman. Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Vice Mayor Griffin called the meeting to order and welcomed all in attendance. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minutes of a Called Meeting on July 25, 2000, and a Regular Meeting on July 25, 2000, and a Called Meeting on July 31,2000, and was adopted by unanimous vote. 00 - 190 - Presentation: Proclamation presented to Mary Ann Thrasher for "Child Support Enforcement Month". - Public Hearing - 00 - 191 - Public hearing on use permit, street closure and code amendment applications: (a) UP-00-13 OLDE TOWNE NEIGHBORHOOD - Ronald and Verle WeisS request a use permit to operate a bed and breakfast at 201 North Street. 1. Ron Weiss, 201 North Street, spoke in support of the use permit. 2. Michelle Weiss, 108 London Street, representing the Olde Towne Civic League, spoke in support of the use permit. Motion by Mr. Robinett, and seconded by Mr: Whitehurst, to concur with the recommendation of the Planning Commission that UP-00-13 be approved on first reading, and was adopted by unanimous vote. (b) S-00-03 BRIGHTON/PRENTIS PARK NEIGHBORHOOD Ordinance granting the request of Faith Evangelical Church for the closure of an unimproved portion of Henry Street. Motion by Mr. Berm, and seconded by Mr. Pitts, to adopt the following ordinance, and was adopted by the following vote: "AN ORDINANCE CLOSING AND VACATING A PORTION OF HENRY STREET." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst Nays: None (c) CA-00-04 CITYWIDE - The City of'Portsmouth requests a code amendment tc amend Section 40-41 of the Zoning Ordinance in order to create a new zoning district for Business Park Centers. 1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on changing the zoning ordinance. Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the recommendation of the Planning Commission that CA-00-04 be approved on first reading, and was adopted by unanimous vote.
