<br />October 12. 2010 <br /> <br />Background: <br />. Each year the Virginia Department of Emergency Management (VDEM) provides the <br />Portsmouth Department of Fire, Rescue, and Emergency Services with funds for the <br />Southside Regional Hazmat Team. The City of Portsmouth is the lead agency for this <br />regional team. <br />. When the Southside Regional Hazardous Materials Team was initially organized, <br />none of the other cities offered to be the lead team. Portsmouth volunteered and has <br />been the lead team since that time. <br />. The funds received enable Portsmouth to maintain a superior level of <br />readiness with regard to equipment, training, and technical expertise in dealing with <br />hazardous materials as required by VDEM. <br />. Portsmouth is required to have a minimum of seven people ready to respond to an <br />incident within the regional at any given time. <br /> <br />Discussion: <br />. As the lead team in Southside Virginia, Portsmouth is more capable of serving <br />citizens, businesses, and visitors in Portsmouth, as well as, assist the region in the event <br />of a hazardous materials incident. <br /> <br />Financial Impact: <br />. There is no financial impact to the City of Portsmouth. <br /> <br />Staff Recommends: <br />. Adoption of a proposed ordinance. Vision Principles: Thriving Neighborhoods and <br />a Sense of Community, and Lifelong Learning Community. <br /> <br />Next Steps Following Council Action: <br />. Acquire necessary equipment and training to maintain the level of expertise <br />needed as the lead agency for the Southside regional Hazmat Team. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $30,000 FROM THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2010-2011 GRANTS FUND FOR THE SOUTHSIDE <br />REGIONAL HAZMAT TEAM." <br /> <br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst, Griffin <br />Nays: None <br /> <br />10 - 472 - Adoption of a resolution authorizing a Cooperation Agreement with the <br />Portsmouth Redevelopment and Housing Authority for the purpose of facilitating <br />renovation and adaptive re-use of the former Navy YMCA building at 517 King Street. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The property commonly known as the "Navy YMCA" at 517 King Street is owned <br />by the United States Navy and has fallen into a state of extreme disrepair. The Defense <br />Authorization Act of 2005 authorized the Navy to convey the property to the City. In <br />2009, City Council authorized the City to enter into a Programmatic Agreement to <br />acquire the property from the Navy. The Cooperation Agreement authorized by this <br />resolution is intended to authorize conveyance of the property to PRHA so that PRHA <br />may convey the property to a private developer for the desired restoration. <br />
