For the following public policy issues where there may be different points of <br />view or even controversy, the Commission may, in its discretion, provide a brief <br />discussion of the varying points of view or arguments, but the Commission shall not <br />recommend specific changes. City Council alone may request changes to these items, <br />after hearing from the Commission and the public. <br /> <br />A. Removal or recall from City Council. <br /> <br />B. Council Members being required to resign in order to run for Mayor. <br /> <br />C. Whether City Council elections should be held in the spring or with normal <br />November elections. <br /> <br />4. The City Attorney's Office shall provide staff support to the Commission and <br />shall arrange for additional support from the Virginia Division of Legislative Services, as <br />well as consultation and/or support from the Portsmouth General Registrar when <br />appropriate. <br /> <br />6. The Commission shall conduct all its meetings in public and may receive and <br />consider written comments or suggestions from the public at any time. It shall submit a <br />written report to City Council not later than November 8, 2010. <br /> <br />7. City Council shall then consider the report of the Commission, conduct a <br />public hearing as required by law, and recommend such revisions to the Charter as it <br />deems to be in the public interest. Council may, in its discretion, make <br />recommendations on removal or recall from City Council, Council Members being <br />required to resign in order to run for Mayor, and whether City Council elections should <br />be held in the spring or with normal November elections. <br /> <br />8. City Council's proposed revisions shall be included in the City's legislative <br />package for consideration by the 2011 Session of the General Assembly of Virginia." <br /> <br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst, Griffin <br />Nays: None <br /> <br />10 - 455 - Adoption of a resolution to allow the City of Portsmouth to purchase <br />commodities from a Cooperative Procurement Agreement established by the Houston- <br />Galveston Area Council and to authorize the City Manager to execute all documents <br />related to this transaction.
