September 28. 2010 3. For the following public policy issues where there may be different points of view or even controversy, the Commission may, in its discretion, provide a brief discussion of the varying points of view or arguments, but the Commission shall not recommend specific changes. City Council alone may request changes to these items, after hearing from the Commission and the public. A. Removal or recall from City Council. B. Council Members being required to resign in order to run for Mayor. C. Whether City Council elections should be held in the spring or with normal November elections. 4. Ms. Dolores Knight W. Eugene White, Esq Ms. Betty Wright Mr. Peter Youngblood A student from a Portsmouth High School, as selected by Superintendent Stuckwisch The Hon. Paige D. Cherry (ex officio) The Hon. William E. Moody, Jr. (ex officio The Hon. Kenneth L. Chandler (ex officio) 5. The City Attorney's Office shall provide staff support to the Commission and shall arrange for additional support from the Virginia Division of Legislative Services, as well as consultation and/or support from the Portsmouth General Registrar when appropriate. 6. The Commission shall conduct all its meetings in public and may receive and consider written comments or suggestions from the public at any time. It shall submit a written report to City Council not later than November 8, 2010. 7. City Council shall then consider the report of the Commission, conduct a public hearing as required by law, and recommend such revisions to the Charter as it deems to be in the public interest. Council may, in its discretion, make recommendations on removal or recall from City Council, Council Members being required to resign in order to run for Mayor, and whether City Council elections should be held in the spring or with normal November elections. 8. City Council's proposed revisions shall be included in the City's legislative package for consideration by the 2011 Session of the General Assembly of Virginia."
