<br />September 28. 2010 <br /> <br />Discussion: <br />. Draper Aden Associates, the Design Engineer for this project, in consultation with <br />the City Engineer and Department of Traffic Engineering, believe that four of seven <br />contracts will potentially exceed the 25% change order policy because of the amount of <br />road reconstruction required. <br />. Phase 3B contract with Inner-View Ltd. is projected to increase from the original <br />contract amount of $1,324,305.86 to $1,938,648. <br />. Phase 4A contract with Precon Construction Company is projected to increase <br />from the original contract amount of $1,736,814.15 to $2,125,338. <br />. Phase 4B contract with Peters & White Construction Company is projected to <br />increase from the original contract amount of $1 ,391 ,990.72 to $1,992,769. <br />. Phase 4C contract with Peters & White Construction Company is projected to <br />increase from the original contract amount of $1 ,285,535.66 to $2,140,821. <br /> <br />Financial Impact: <br />. Approval of the Resolution and subsequent change orders will add approximately <br />$3,000,000 in additional expense to this project. <br />. The Design Engineer's original opinion of construction cost for all phases was <br />$14,456,000; however, actual bids came in at $11,653,908.19. With the projected <br />increases due to road reconstruction requirements, the final costs for this project are <br />estimated to be $14,635,901, which is in line with the original estimate, yet includes <br />substantial roadway restoration not included in the original bid. <br />. Funds earmarked for project contingencies and for infrastructure improvements <br />are available in the Public Utilities Capital Budget and will fund this additional expense. <br /> <br />Recommended Action: <br />. Adoption of a resolution to exceed the 25% limit of allowable change orders to <br />the Prentis Park Project contracts to cover the additional expenses due to increased <br />road restoration requirements. Vision Principles: A Robust and Prospering Economy <br />and Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps following City Council Action: <br />. Project will be completed to all design standards and finished streets will be <br />much improved than what currently exists in the neighborhood. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE DEPARTMENT OF PUBLIC UTILITIES TO <br />EXCEED BY 25% OR MORE, SELECTED CONTRACTS FOR THE PRENTIS PARK <br />UTILITY REPLACEMENT PROJECT. <br /> <br />WHEREAS, the Prentis Park Utility Replacement project has been a high priority <br />in the City's Capital Improvements Plan and is currently under construction; and <br /> <br />WHEREAS, the City received $4.8 million in ARRA stimulus funds to help pay for <br />this project, which required all phases to be under construction in order to receive the <br />funding; and <br /> <br />WHEREAS, there are five different contractors currently working on seven <br />contracts in the Prentis Park neighborhood, and completion of all phases is expected by <br />the end of February 2011; and <br /> <br />WHEREAS, many of the roads in Prentis Park are not constructed to current <br />standards, have very little base material to support the asphalt, and have rapidly <br />deteriorated due in part to the volume of construction traffic that is present with having <br />five contractors working at the same time; and <br />
