288 <br /> <br />December 13, 1988 <br /> <br /> The Virginia General Assembly has passed legislation which <br />allows the local government to: <br /> <br />(H201) 1) <br /> <br />Define the frequency with which an affidavit <br />if filed;- A maximum period of three years <br />is recommended, and since the majority of <br />recipients of tax'relief are reapplicants, <br />program administration and case processing <br />wiIl-be expedited considerably. <br /> <br />(H357) <br /> <br />(H204) <br /> <br />2) Disregard ~p'to $7~500'of inc6me for_an owner <br /> wh6 is-permanently disabled. 'This amendment <br /> ~. Will-maximize'the f~exibitity of the Code to <br /> provide for those potentially eligi.ble in the <br /> permanently disabled category. Presently, <br /> approximately 3% of the Tax Relief applicants <br /> are disabled; ' <br /> <br />3) Exclude'furnishings'in the determination of <br /> financial Worthlf A~though fewer than 20 <br /> households have been denied eligibility based <br /> 0n~e~qssiPe financ~al~.resources, even when <br /> furnishings were considered, this amendment <br /> will,continue to reflect-City Council.!s <br /> commitment to assist the elderly and disabled. <br /> <br />This legislation has been reviewed by the law office, and: is <br />also recommended by.the Director of the Department of Social <br />Services.-Accordingly, I encourage ~l~e~ adopt~ion~of these- <br />amendments to the'Tax Relief Pro~ram~ <br /> <br /> Should you desire additional~ information, please let me <br />know." <br /> <br /> Mayor Webb and Vice Mayor emphasized the need to inform <br />the public of this ordinance. <br /> <br /> On motion cf Mr. Gray and seconded by Mr. Simpson, the <br />following ordinance was adopted on first and final reading, <br />by the following vote: <br /> <br />and <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, BY AMENDING SECTION 35-224 (e) AND (f) AND <br />SECTION 35-225 (a) PERTAINING TO EXEMPTION OF REAL ESTATE <br />TAXES FOR CERTAIN ELDERLY AND PERMANENTLY DISABLED <br />PEOPLE." <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> 88-494 Letter from the City Manager recommending <br />adoption of an ordinance to amend Chapter 4 of the Code of the <br />City of Portsmouth, Virginia, 1973, by amending Sections 4-24 <br />(c), 4-34, 4-38, 4-66(a), 4-67, and 4-68 thereof pertaining to <br />dogs and cats. <br /> <br /> "As you know, the staffs of the Animal Control Bureau and <br />the Portsmouth Humane Society have continued their review of <br />the administrative practices, procedures and policies which <br />exist between the Bureau and the Society. More specifically, <br />the staffs have been reviewing the code requirements for the <br />animal redemption process with the intent of streamlining the <br />process without compromising the enforcement of animal control <br />violations. Such streamlining will provide for greater citizen <br />convenience and administrative efficiency. <br /> <br /> <br />
