<br />AUQust 24. 2010 <br /> <br />Recommended Action: <br />. Adoption of the ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community and A Robust and Prospering Economy. <br /> <br />Next Steps Following Council Action: <br />. The City will be required to hold a public hearing for the purpose of authorizing <br />the full amount to be borrowed, currently estimated not to exceed $6.3M. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING $4,000,000 IN THE FY 2010-2011 CITY GARAGE <br />FUND FROM ITS FUND BALANCE TO PROVIDE FUNDS FOR THE PURCHASE OF <br />VEHICLES AND DECLARING THE INTENT OF THE CITY TO REIMBURSE ITSELF <br />FROM THE PROCEEDS OF OBLIGATIONS OF THE CITY." <br /> <br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst, Griffin <br />Nays: None <br /> <br />10 - 400 - Adoption of a resolution authorizing the City Manager to execute Mutual Aid <br />Agreements between the City of Portsmouth and the cities of Chesapeake, Newport <br />News, Norfolk, and Suffolk for firefighting and emergency medical services. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The City has been operating under formal and informal mutual aid agreements <br />with these jurisdictions since 2000. The purpose of this process is to update the formal <br />agreement between the two parties. <br /> <br />Discussion: <br />. A mutual aid agreement has been written, submitted and approved by the City <br />Attorney's Office. Copies of the agreement have also been submitted to the City <br />Manager's Office for review. <br />. This agreement will provide a means by sharing resources. Agreements like <br />these are recommended under the National Incident Management System (NIMS). <br /> <br />Financial Impact: <br />. There is no financial impact to the City of Portsmouth. <br /> <br />Staff Recommends: <br />. Adoption of a proposed resolution. Vision Principle: Thriving Neighborhoods <br />and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. City Manager signs agreement. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE MUTUAL AID <br />AGREEMENTS BETWEEN THE CITY OF PORTSMOUTH AND THE CITIES OF <br />CHESAPEAKE, NEWPORT NEWS, NORFOLK, AND SUFFOLK FOR FIREFIGHTING <br />AND EMERGENCY MEDICAL SERVICES. <br /> <br />WHEREAS, the Portsmouth Fire Department has been operating under both <br />formal and informal mutual aid firefighting and emergency medical services agreements <br />with the cities of Chesapeake, Newport News, Norfolk, and Suffolk; and <br /> <br />WHEREAS, the five subject cities wish to update their agreements and to reduce <br />their commitments to formal agreements; and <br />
