334 <br /> .January 24, 1989 <br /> <br /> "The U.S.Department of Housing and Urban Development has <br />allocated the City of Portsmouth $103,000 for the FY 1989 Rental <br />Rehabilitation Program. <br /> <br /> Locally, the Rental Rehabilitation Program-is administered <br />by the Pcrtsmouth Redevelopment and Housing Authori'tyo Owners <br />of rental property in Brighton, Prentis Park, Cradock, Park <br />View, and Truxt~n are eligible'to participate in the~prog~am. <br />Since 1984, 106 ~units have been renovated and occupied by lower <br />income families through this program. <br /> <br /> I recommend adoption Of the.attached ordinance to <br />appropriate $103,000 for the FY 1989 Rental Rehabilitation <br />Program. I also recommend that you approve the attached <br />resolution to expand the Rental ~e~abilitation Program:so,~.that <br />the Country Village Apartments can be considered for this <br />program. It is the recommendation of PRHA that 1988 and 1989 <br />funds be earmarked for Country. Village Apartments~50'~ssist the <br />buyer in renovating the~complex. PRHA:is also pursuing a <br />State/Grant/Loan for rehabitita~ion-~of the project.';i <br /> <br /> Gordon Wheatley was present from Portsmouth Redevelopment <br />and Hoasing Authority to answer questions by Council. <br /> <br /> On motion of Mr; Simpson and seconded~by Mr.~Hawks, the <br />following ordinance was approved on first reading, and was <br />adopted by unanimous~vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $103,000. FROM THE COMMUNITY <br />DEVELOPMENT FUND FOR THE 1989 RENTAL REHABILITATION PROGRAM." <br /> <br /> The following speakers spoke in opposition to the <br />inclusion cf Country Village Apartments in the Rental <br />Rehabilitation P~ogram: <br /> <br /> Steve Hegler, 551 Florida Avenue, representing self. <br /> Harry DeHart, 551 Florida Avenue, representing the <br />Portsmouth Federation of Civic Clubs. <br /> John F. Bailey, Jr., 203 Dixie Avenue, representing the <br />Maple Shade/West Grove Civic League. <br /> <br /> Motion of Mr. Hawks to approve the resolution for the <br />expansion of the Rental Rehabilitation Program to include <br />Country Village Apartments died for lack of a second. <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. <br />the resolution for the expansion of the Rental <br />Program to include Country Village Apartments, <br />by the following vote: <br /> <br />Simpson, to deny <br />Rehabilitation <br />and was adopted <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb <br />Nays: Hawks <br /> <br /> 89-33 Letter from the City Manager recommending adoption <br />of an ordinance to appropriate $13,200 to cover the cost of the <br />preparation of Plans and Specification and Inspection for the <br />repair of the Effingham and Glenshellah Elevated Water Towers by <br />AEC Engineer. Also ~ motion to authorize the City Manager to <br />execute and agreement with AEC Engineers for design and <br />inspection services. <br /> <br /> "The 1988-93 capital Improvement Plan recommended that Che <br />Effingham & Glenshellah elevated water towers be rehabilitated <br />to extend their useful life. The C~P earmarked funds for the <br />Effingham Tank in the 1988-93 funding year with the Glenshellah <br />Tank proposed for the 1990-91 CIP. <br /> <br /> The Director of Public Utilities is requesting an <br />appropriation of $13~200 for the preparation of plans, <br /> <br /> <br />
