On following ordinance approved on the following vote: Facenda, 2941 Replica Lanet representing Laurie Ann Gellman, 3017 Oakley Hall Road, representing Richard Slepin, 3125 Riveredge Drive, representing self. Mary-Denaro, 3724 Shoreline Drive, representing self. motion of Mr. Gray and seconded by Mr. Hawks, the first reading was adopted, and by "ZONING AMENDMENT ORDINANCE Z~88-13" Ayes: Barnes, Gray, Hawks, Webb Nays: Corprew, Lucas, Simpson (f) Ordinance to amend Article V. 1, Section 40-118 through 40-129 and Section 40-228 pertaining to the Downtown D-1 District and the creation of~a new Downtown D-2 District. Motion of Mr. Gray and seconded by Mr. Hawks to defer this item upon recommendation of the City Attorney until the meeting of February-13, 1989, and was approved by unanimous vote. (g) Z-88-16 DOWNTOWN NEIGHBORHOOD - Rezoning application of the City Planning Commission, by Planning Director Director Norman-Whitaker, for property generally bounded by London Boulevard on the north, the Norfolk & Portsmouth Belt Line Railroad on the west, County Street on the south, and Chestnut Street on the east. Motion of Mr.'Barnes and seconded by Mr. Gray to defer this item upon recommendation of the City Attorney until the meeting of February 13, 1989t and was adopted by unanimous vote. 88-489 Ordinance to appropriate $100,000 for the refurbi3hment and installation of the Pokey Smokey Railroad at City Park, deferred from the regular meeting of January 10, 1989. Helen Hampton Jones, 1006 Robinson Road, representing the Central Civic Forum spoke against spending the money on Pokey Smokey Railroad. Motion of Mr. Gray and seconded by Mrs. Lucas, to defer the item because the City does not have a signed contract, until the regular meeting of February 14, 1989, and was adopted by unanimous vote. - REPORTS FROM THE CITY _MANAGER.- 89~32 Letter from the City Manager recommending adoption of: (a) an ordinance to appropriate $103~000 from the Community Development Fund for 1989 Rental Rehabilitation Program. the (b) a resolution providing for the expansion of the Rental Rehabilitation Program to include.Country Village Apartments.
