<br />At a Regular Meeting of the City Council on Tuesday, August 10, 2010, there
<br />were present:
<br />
<br />Mayor Bernard D. Griffin, Sr., Vice Mayor Charles B. Whitehurst, Sr., William E. Moody,
<br />Jr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Paige D. Cherry,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.

<br />Reverend Dr. John Throop opened the meeting with prayer, which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Bernard D. Griffin, Sr., called the meeting to order and welcomed all in
<br />attendance.
<br />
<br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a
<br />Called Meeting of July 26, 2010, of a Called Meeting of July 27, 2010, and of a Regular
<br />Meeting of July 27,2010, and was adopted by the following vote:

<br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst, Griffin

<br />- City Manager's Report -
<br />
<br />10 - 376 - Adoption of an ordinance to amend Appendix A of the Code of the City of
<br />Portsmouth, Virginia (2006) pertaining to certain golf fees at Bide-A-Wee golf course.
<br />Vision Principles: Thriving Neighborhoods and a Sense of Community and Bold New
<br />Directions,
<br />
<br />Background:
<br />. The Monday through Thursday tee time slots are currently not being filled to
<br />capacity and the months of December through March are slow months. These
<br />proposals are an attempt to bring more golfers to the course during those time periods.
<br />
<br />Discussion:
<br />. Bide-A-Wee Golf Course is requesting to extend the MondaylTuesday Golf
<br />Special (for active/retired military, police, fire, City of Portsmouth employees and
<br />seniors) for 2 additional days per week to MondaylThursday. The fee per person will
<br />remain the same price of $28.00, which includes green fee and cart fee.
<br />. In an attempt to increase play during the winter months of December - March,
<br />we are proposing a Winter Special of unlimited play for $300.00 for the four month
<br />period. The fee will cover green fees but does not include the cart rental fees.
<br />
<br />Financial Impact:
<br />. It is anticipated that these changes will increase play at Bide-A-Wee during both
<br />the in-season and in the off-season. This will benefit the Golf Fund by increasing
<br />revenue potentially by $40,000 - $60,000. There are no expenditure impacts beyond
<br />some advertising costs leading up to the Winter Special.

<br />Recommended Action:
<br />. Adoption of ordinance. Vision Principles: Thriving Neighborhoods and a Sense of
<br />Community; and Bold New Directions,

<br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following
<br />ordinance, and was adopted by the following vote:
<br />
<br />"ORDINANCE TO AMEND APPENDIX A OF THE CODE OF THE CITY OF
<br />PORTSMOUTH, VIRGINIA (2006) PERTAINING TO CERTAIN GOLF FEES AT BIDE-
<br />A-WEE GOLF COURSE."
