<br />At a Regular Meeting of the City Council on Tuesday, July 27, 2010, there were
<br />present:

<br />Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., Marlene W. Randall,
<br />Stephen E. Heretick, Elizabeth M. Psimas, Paige D. Cherry, City Manager Kenneth L.
<br />Chandler, City Attorney G. Timothy Oksman.
<br />
<br />Pastor Tom Potter opened the meeting with prayer, which was followed by the
<br />Pledge of Allegiance to the Flag.
<br />
<br />Vice Mayor Whitehurst called the meeting to order and welcomed all In
<br />attendance.
<br />
<br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a
<br />Called Meeting of June 21, 2010, of a Called Meeting of June 22, 2010, of a Regular
<br />Meeting of June 22, 2010, of a Called Meeting of June 28, 2010, of a Called Meeting of
<br />July 1, 2010, of a Called Meeting of July 14, 2010 and of a Called Meeting of July 21,
<br />2010, and was adopted by the following vote:

<br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst
<br />Nays: None

<br />10 - 346 - Presentation:

<br />. Presentation of special lapel pins to newly appointed board and commission
<br />members.

<br />- Public Hearing -

<br />10 - 347 - Public hearing on a street closure application:
<br />

<br />
<br />SWANSON HOME - Ordinance granting the request of Jeffrey
<br />Miller, attorney for the Portsmouth Redevelopment and Housing
<br />Authority, for the closure of Swanson Parkway. The proposed
<br />closure would change the street from a public right-of-way to a
<br />private street. The street will remain open to provide access to
<br />units/neighborhood. The Comprehensive Plan Future Land Use
<br />Map recommends Residential Development and the implementation
<br />of aggressive code enforcement. Vision Principle: Bo/d New
<br />Directions.

<br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, asked several questions with
<br />regards to citizens' civil liberties possibly being violated.
<br />
<br />2. Jeff Miller, 358 Chautauqua Avenue, spoke in support of this item.
<br />
<br />3. Pam Kloeppel, 501 Elizabeth Place, spoke in support of this item.
<br />
<br />4. Larry Gump, 3502 Hartford Street, spoke in support of this item.
<br />
<br />5. Michael Siniscalchi, 711 Crawford Street, spoke in support of this item.

<br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following
<br />ordinance, and was adopted by the following vote:
<br />
<br />"ORDINANCE TO CLOSE SWANSON PARKWAY IN SWANSON HOMES."
<br />
