<br /> 89-68 Motion of Mr. Barnes and seconded by Mr. Hawks,
<br />the following reso!utlon supporting a 1% local option income tax
<br />was adopted on first and final ~eading~ and by the following
<br />vote:

<br />"A RESOLUTION ENDORSING LEGISLATION TO PROVIDE FOR A 1%
<br />LOCAL OPTION INCOME TAX; REQUESTING THE GENERAL ASSEMBLY OF
<br />VIRGINIA TO INCLUDE THE CITY OF PORTSMOUTH AS A JURIS!DICTI~N.
<br />WHICH WOULD BE AUTHORIZED TO IMPLEMENT SUCH LOCAL OPTION TAX.
<br />
<br /> WHER~S, the legislation designated as House Bill 1.684 and
<br />Senate Bil't'.6gt ~has been introduced~n .the 1989 Session o.C the
<br />General Assembly of Virginia to permi~t localities to }mplement
<br />local option 1% income tax to provide funds for transportation
<br />needs; and
<br />
<br /> WHEREAS, said legislation is currently applicable only to
<br />northern Virginia counties and cities with a populationlof at
<br />least of 265,000; and
<br />
<br /> 9~EREAS, adoption of this legislation would provide
<br />localities with an additional source of revenue to address the
<br />local transportation needs; and
<br />
<br /> '~EREAS, the Council of the City of Portsmouth, Virginia,
<br />deems it to be in the best inte~est~of ~the City to be included
<br />in the enabling legislation for the local option tax.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVE'D.by the Council of th~ City
<br />of Portsmouth, Virglnxa~ that it hereby.endorses legislation to
<br />provide for a 1% local option income tax.
