The additional population has caused <br />greater than anticipated expenditures in the critical support <br />lines needed to provide th'e day to day care of the inmates. The <br />Sheriff has requested additional appropriation to provide this <br />needed and required care for the balance of the fiscal year. <br /> <br /> I have at~ached a listing of the'addit~ona-1 appropriation <br />reque~te~y the Sheriff. It should be no~ed that the State block <br />gr~n~ which is based Qn~a per. diem rate p~r prisoner, will fund <br />most of this added cost (~stimated 94%). B~sed on the foregoing, <br />I support the-S~eriff's request and recommend ~ha~ the City <br />Cou~ci~t~avorably consider a ~otion to transfer $263,~50 from the <br />General Fund Emergenc~Continge~cy to provide fo~.these <br />expenditures." <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Simpson, to transfer <br />$263,450 from the Gen~eral Fund Emergency Contingency for <br />additional s~pport of the Sheriff's Operating Budget was adopted <br />on first and final reading and by the following~ vote: <br /> <br />Ayes: Barnes, Corp~ew, ~ray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> 89-63 Letter frQm the City Manager recommending adoption of <br />a motion to enter into a three party agreement betwean Portsmouth, <br />Chesapeake and Thompson Pump Manufacturing Co., Inc. for the <br />extension of sewer service to Thompson Pump & Manufacturing Co., <br />Inc. <br /> <br /> "The City of Chesapeake has requested that-,Portsmouth provide <br />sanitary sewer service to the Thompson Pump & Manufacturing <br />Company, Inc. located at 1321 Victory Boulevard. This location is <br />in the area disputed by Portsmouth and Chesapeake on the 1968 <br />Annexation. Portsmouth currently serves Tho~psDn ~ith water <br />through'a previous agreement between Portsmouth and Chesapeake. <br /> <br /> The thre~ pa~rty agreement~ between Portsmouth., Chesapeake and <br />Thompson has been reviewed by the City. Attorney who feels it both <br />acknowledges the boundary dispute and protects Portsmouth's rights <br />i~.the dispute. With~this in mind, the Direc~or~ of Public <br />Utilities ~ecommends extensio.n of sewer service tD Thompson at <br />their full cost and I concur." <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, to enter into <br />the agreement as specified, and was adopted on the first and final <br />reading, and by the following vote: <br /> <br />Ayes: Barnes, Corprew, Grsy, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> ~ 89-64 ~Letter from the C~ty Manager recommending adoption of <br />a motion that the City Council authorize th~ City Manager to enter <br />into an agreement with the Portsmouth Jaycees for the operation of <br />Pokey Smokey at City Park. <br /> <br /> "At your request, City staff working with ~he City Attorney's <br />Office and Portsmouth Jaycees prepared an agreement for the <br />operation of the Pokey Smokey at City Park~ The~agreement <br />established is a maximum ticket price ($1) for~each~ride; as well <br />as an operating schedule~ ~ <br /> <br /> <br />
