354 ~Februar¥ 14, 1989 NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that for and in consideration of the sum of $11,225.00, the City Manager be, and he hereby is,_ authorized to convey to the Industrial Development Authority of the~City of Portsmouth the following described propefty~ to-wit: All that cer~tain-piece or parcel-of land, situate, lying and being in the City of Portsmouth, Virginia, bounded and described as follows: .beginning at a point on the south side of Victory Boulevard said point being the intersection of the southern right-of-way line of ~ictory BouIevard and the eastern boundary of the property conveyed to Morris S. Fink and-Karen D. Fink by deed recorded in the Clerk's Office of the Circuit Court of the City of Portsmouth, Virgin'ia, in~Dee~ ~Book 979, page 1084; thence south 39° 26' 24" west 73.45' to a point; .thence along a curve to the~left having a radius of 1,743.90', an arc distance of 107.47~' to a point; th%nce's~uth 85°. 55' 18" east 85.66' to a point; thence north 10° 18' 21" east 150.29' to the point of beginning. "Each year the. City of Portsmouth sub~its to the Virginia Department of Transportation a list of additions, deletions, and changes to the streets eligible for maintenance payments under the State Functional Classification System as set forth in Section 33.1-41.1 of the Code. These roadway sections are located primarily in new subdivisions where 'the streets were recent!y completed by the developers. A requirement by the Virginia Department of Transportation is that these lis[s be accompanied by ~a City Council Resolution. I am, therefore, recommending t~at Coundil approve the attached resolution." Motion of Mr. Gray and seconded by Mr. Barnes, the following resolution was adopted on first and final leading and by the following vote: "A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF TRANSPORTATION TO APPROVE CERTAIN ADDITIONS AND CHANGES IN FUNCTIONAL CLASSIFICATION OF STREETS IN THE-CITY OF PORTSMOUTH FOR THE PURPOSE OF CALCULATING MAINTENANCE PAYMENTS. WHEREAS, the' regulations of the Virginia Department'of Transportation adopted pursuant to Section 31.1-41.1, Code of Virginia, require that the City submit a request for changes in mileage additions and functional classification of streets which occurred during the physical year; and WHEREAS, the following described changes in mileage have occurred in the City of Portsmouth for the reason specified.
