363 ~ebruary 28, 19~9 At a called meeting of the City Council held on Tuesday, February 28, 1989, there were present: Mayor Gloria O. Webb, Vice Mayor J. Robert Gray, Jack P. ~Barnes, *E. G. Corprew, Jr., **James C.' Hawks, *~*L. Louise Lucas, J. Herbert Simpson, George L. Hanbu~y, II, City Manager, Steven Lieberman, City Attorney. 89-73- Th~ following call for the meeting was read: "Please attend a special called meeting of the City Council to be held in the Council Conference Room, 6th floor of City Hall 801 Crawford Street, at 4:00 p.m. Tuesday, February 28 1989, for the purpose of a Public Works Session concerning a CAR Appeal. In addition you may consider a motion to go into an Exe~ Session~ By order of the Mayor." 89-74 A Public Work Session was held for the appeal from Kathryn Broughton, regarding a decision of the Commission of Architectural Review for Port Norfolk and Park View, denyin§ the replacement of 26 wooden porch columns at 518 Florida Avenue with aluminum siding. Motion of Mr. Barnes and seconded by Mr. Simpson, the CAR Appeal of Kathryn Broughton was deferred to the Public Work session of March 14, 1989 to allow more time to r~view same, and was unanimously approved. 89-75 - Motion of Mr. Hawks and seconded by Mr. Barnes to go into Executive Session in accordance with Section 2.1-344 of the Code of Virginia to discuss the following: 1. Consideration, acquisition and use of real property for public purposes as permitted under subsection (a) (2); 2. Consideration of a personnel matter as permitted under subsection (a) [1); 3. Consultation with City Attorney and briefing by staff members pertaining to actual or potential litigation or other legal matters within the jurisdiction of the City Council as permitted under subsection (a) (6); 4. The disposition of publicly held property as permitted under subsection (a) (2); 5o Consideration of appointments by the City Council as permitted under subsection (a) (1). On motion was adopted by unanimous vote. On motion meeting adjourned.
