<br />June 22.2010 <br /> <br />WHEREAS, Chapter 737 of the Acts of Assembly, 2010, was enacted by the <br />2010 General Assembly and defines a "person who becomes a [VRS] member on or <br />after July 1, 2010" to mean "a person who is not a member of a retirement plan <br />administered by the Virginia Retirement System the first time he [or she] is hired on or <br />after July 1, 2010, in a covered position;" and <br /> <br />WHEREAS, Chapter 737 of the Acts of Assembly, 2010, also provides that if the <br />City does not elect to pay the employee portion of the member contributions for persons <br />who become a member on or after July 1, 2010, such members shall be required to pay <br />the employee portion of member contributions to VRS. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia hereby affirms its commitment under City Council Resolution No. 1984-122 to <br />fund the costs associated with membership in the Virginia Supplemental Retirement <br />System, now the Virginia Retirement System, of any City employee who becomes a <br />VRS member prior to July 1, 2010. <br /> <br />BE IT FURTHER RESOLVED that any City employee who is a "person who <br />becomes a (VRS) member on or after July 1, 2010" shall be required to pay the <br />employee portion of member contributions to the Virginia Retirement System." <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: Moody <br /> <br />10 - 315 - Adoption of a motion canceling the regularly scheduled City Council Meeting <br />of July 13, 2010. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. An election concerning the possible recall of the Mayor will occur on July 13, <br />2010, as per order of Portsmouth Circuit Court. <br /> <br />Discussion: <br />. A regular City Council meeting is scheduled to occur the same day as the recall <br />election. <br />. In order to ensure full and fair consideration by City Council of agenda items, it <br />would be best not to have a Council meeting on the date of the recall. <br />. In order to ensure full public participation in Council meetings, it would be best <br />not to have a Council meeting on the date of the recall. <br /> <br />Financial Impact: <br />. No material financial impact. <br /> <br />Recommended Action: <br />. Adoption of the motion is recommended. Vision Principle: Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. Staff and City Council will begin preparation for the next regularly scheduled <br />meeting, which will be on July 27, 2010. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to cancel the regularly <br />scheduled City Council Meeting of July 13, 2010, and was adopted by the following <br />vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />10 - 316 - Boards and Commissions <br /> <br />There were no appointments. <br />
