392 <br /> <br />March 28, 1989 <br /> <br /> At a called meeting of the City Council held on Tuesday, <br />March 28, 1989, there were present: <br /> <br />Mayor Gloria O. Webb, Vice Mayor J. Robert Gray, <br />Jack P. Barnes, *E. G. Corprew, Jr., James C. Hawks, <br />L. Louise Lucas, J. Herbert Simpson, V. Wanye Orton, <br />Assistant City Manager, Steven Lieberman, City Attorney <br /> <br />89-114 - The following call for the meeting was read: <br /> <br /> "Please attend a called meeting of the City Council to be <br />held in the Council Conference Room, 6th floor of City Hall, <br />801 Crawfo~d Street, at 4:30 p.m., Tuesday, March 28, 1989, for <br />the purpose of a PUblic Work Session. <br /> <br /> In addition, you may consider a motion to go into an <br />Executive Session. <br /> <br />By order of the Mayor." <br /> <br /> 89-115 - A Public Work Session was held on the following <br />items: <br /> <br /> 1. Art Collins and staff, Southeastern Virginia Planning <br />District Commission, briefed Council on the transportation <br />needs of the area highway plan for the year 2000. <br /> <br /> 2. Regina Bush briefed Council on the staff report on the <br />animal control study and the proposed ordinance. <br /> <br /> 3. Norman Whitaker briefed Council on the code change for <br />commercial vehicle off-street parking. <br /> <br /> 4."~ssistant City Manager V. Wayne Orton <br />of additional costs for the modular jail unit <br />50% match from the State. <br /> <br />briefed Council <br />and a possible <br /> <br /> 89-116 - Motion of Mr. Hawks and seconded by Mr. Gray, to <br />go into Executive Session in accordance with Section 2.1-344 of <br />the Code of Virginia to discuss the following: <br /> <br /> 1. Condition, acquisition and use of real property for <br />public purposes as permitted under subsection (a) (2); <br /> <br /> 2. Consideration of a personnel matter as permitted under <br />subsection (a) (1); <br /> <br /> 3. Consultation with City Attorney and briefing by staff <br />members pertaining to actual or potential litigation or other <br />legal matters within the jurisdiction of the City Council as <br />permitted under subsection (a) (6); <br /> <br /> 4. The disposition of publicly held property as permitted <br />under subsection (a) (2); <br /> <br /> 5.
