<br />Mav 24.2010 <br /> <br />At a Called Meeting of the City Council on Monday, May 24, 2010, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />10 - 245 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, May 24, 2010 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />Economic Development Partners: <br /> <br />David Tynch, Greater Portsmouth Development Corporation (GPDC) <br />C. McCoy, Chairman, Economic Development Authority <br />James Ellis, Chairman, Planning Commission <br />Dr. Pamela Kloeppel, Vice-Chair, Portsmouth Redevelopment and Housing Authority <br /> <br />10 - 246 - The following item was discussed in Public Work Session: <br /> <br />1. Tidewater Community College Fred W. Beazley Portsmouth Campus Update - Dr. <br />Deborah DiCroce, President <br /> <br />10 - 247 - Motion by Mr. Heretick, and seconded by Mr. Smith, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss the following legal authorities: <br /> <br />subsection 1, appointments to boards and commissions; <br /> <br />subsection 3, acquisition of real property for a public purpose, and also the <br />disposition of publicly held real estate where competition and bargaining are <br />involved; <br /> <br />subsection 7, specific legal matters requiring the advice of legal counsel; and <br /> <br />subsection 29, award of a public contract involving the expenditure of public <br />funds. <br /> <br />The subject matter of the meeting includes Council appointments, future <br />development of Crawford Harbor Point, the proposed lease of the APM Terminal to <br />the Virginia Port Authority, and legal matters involving the Southeastern Public Service <br />Authority. <br /> <br />The purpose of the meeting is to permit confidential discussion of possible <br />candidates for appointment, and also negotiating and bargaining strategy on various <br />matters. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Smith, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br />
