<br />May 25. 2010 <br /> <br />At a Regular Meeting of the City Council on Tuesday, May 25, 2010, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Reverend D. A. Peace opened the meeting with prayer, which was followed the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Smith, and seconded by Mr. Heretick, to approve the minutes of a <br />Called Meeting of May 10, 2010, of a Called Meeting of May 10, 2010, of a Regular <br />Meeting of May 11, 2010, and of a Called Meeting of May 17, 2010 was adopted by the <br />following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 251 - Presentations: <br /> <br />. Presentation to participants of the Mayor's Sister Cities Essay Contest. <br /> <br />. Presentation to Councilwoman Marlene W. Randall by Virginia First Cities for her <br />service as Chair of the organization. <br /> <br />- City Manager's Report - <br /> <br />10 - 253 - Adoption of an ordinance appropriating $3,000 in the FY 2009-2010 <br />Behavioral Healthcare Services Fund in monies received from the Virginia Department <br />of Behavioral Health and Developmental Services to be used by the Portsmouth <br />Department of Behavioral Healthcare Services for certain individuals with intellectual <br />disabilities. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. DBHDS is allocating $3,000 for individuals with intellectual disabilities selected to <br />receive a Medicaid Home and Community Based Waiver Slot to assist with the <br />individual's transition into day support services. <br />. Medicaid Home and Community Based Intellectual Disability Waiver Slots are <br />given to community service boards for use in funding a variety of services individuals <br />with intellectual disability may need in the community to avoid institutionalization. Day <br />Support Start-Up funds are used to purchase one-time only items to help the individual <br />successfully participate in the program. DBHDS is committed to providing funds andlor <br />services that will increase individuals' ability to utilize community based services. <br /> <br />Discussion: <br />. DBHDS will issue payment of $3,000 to the Department of Behavioral Healthcare <br />Services for Medicaid Home and Community Based Intellectual Disability Waiver Slots. <br /> <br />Financial Impact: <br />. Estimated Revenue and Appropriation In the FY2010 Behavioral Healthcare <br />Fund Budget will be increased by $3,000. <br />. No local match funding is required. <br /> <br />Staff Recommends: <br />. Adoption of an ordinance. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community. <br />
