<br />document." The F¥89-90 School Operating Fund includes $780,000
<br />for a Special Education T.ui~ion Program which is funded 100% by
<br />the State, and which was not included in the FY88-89 budget
<br />document. If this ~mount is .removed from the $73,960,514 for
<br />comparison purposes, the percentage change is an increase of
<br />6.52%.
<br /> BUDGET MESSAGE
<br />
<br /> A:week ago Thursday~ I took some time away from my
<br />preparation of the-budget to hear the Mayor's "State of the City"
<br />report. For those of you~who did not have an opportunity to hear
<br />the Mayor's message, it ~.was Dne of pride -~ pride in community,
<br />growth, citizen invOlve~ent and improvemests. MayDr Gloria O.
<br />Webb, through slides, was able to capture and visualize what we
<br />collectively have :beem able to accomplish over the p~st several
<br />years. More importantly, she ~issued a c~allenge fo~ City
<br />government, Portsmouth businesses, civic ~roups and citizens alik~
<br />to become involved in their community -- our community -- to make
<br />a difference.
