<br />April 27. 2010 <br /> <br />Background: <br />. Ebenezer Baptist Church transferred ownership of the Portsmouth Colored <br />Community Library to the city on December 5, 2003 on condition that the city move the <br />structure to the site of the Neighborhood Facility at 900 Elm Avenue. <br />. The city moved the structure in 2007. <br />. The African-American Historical Society is applying to place this facility on the <br />National Register of Historical Places. <br /> <br />Discussion: <br />. To place this facility on the historic register, it needs to be on a separate parcel <br />of land. The city will retain ownership of the property. <br />. The proposed subdivision will accomplish this property separation. <br /> <br />Financial Impact: <br />. None <br /> <br />Staff Recommends: <br />. Adoption of a resolution authorizing the City Manager to execute a minor <br />subdivision of city property at 900 Elm Avenue to create a separate parcel of property <br />for the Portsmouth Colored Community Library.
