John Bender, 3606 Lilac Drive, spoke in opposition to this item. <br /> <br />2. Robert Wetherbee, Sr., 3508 Giles Street, spoke in opposition to this item. <br /> <br />3. Scott Bradshaw, 210 Idlewood Avenue, spoke in opposition to this item. <br /> <br />4. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in opposition to this <br />item. <br /> <br />5. Steve Carroll, 3112 Riveredge Drive, spoke in opposition to this item. <br /> <br />6. Robin Zollars, 17 Atfon Parkway, spoke in opposition to this item. <br /> <br />7. Ann Stewart, 5219 Cobble Hill Road, asked that Willett Hall remain a part of the <br />City. <br /> <br />8. Ken Woolard, 462 B. Washington Street, voiced his concern with the proposed <br />project and proposed demolition of Willett Hall. <br /> <br />9. Bettye House, 3804 Shoreline Drive, voiced her concern with the proposed <br />demolition of Willett Hall and gave an overview of upcoming performances. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING A MEMORANDUM OF INTENT WITH PORTSMOUTH <br />CITY CENTER, LLC, CONCERNING THE PROPOSED PORTSMOUTH CITY <br />CENTER DEVELOPMENT PROJECT. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager is authorized, acting for and on behalf of the City, to execute and deliver a <br />Memorandum of Intent with Portsmouth City Center, LLC, substantially the same as that <br />which is attached hereto, concerning the proposed Portsmouth City Center <br />Development Project. <br /> <br />BE IT FURTHER RESOLVED that the City Manager and City Attorney are <br />further authorized to take such other and further actions as may be necessary to <br />implement the intent of this resolution including without limitation negotiation of a legally <br />binding Development Agreement that may be considered by City Council for official <br />approval. The City Manager and City Attorney shall keep Council regularly informed <br />concerning the status of this matter. <br /> <br />This resolution shall be effective immediately upon its adoption." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 206 - Adoption of a resolution authorizing the City Manager to execute a minor <br />subdivision plat necessary to subdivide property of the City of Portsmouth located on <br />Elm Avenue in order to create a site for the Portsmouth Colored Community Library. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br />
