<br />At a Regular Meeting of the City Council on Tuesday, April 27, 2010, there were
<br />present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />Pastor Timothy Robertson, opened the meeting with prayer, which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minutes
<br />of a Called Meeting of April 12, 2010, of a Called Meeting of April 13, 2010, of a Regular
<br />Meeting of April 13, 2010, and of a Called Meeting of April 19, 2010, and was adopted
<br />by the following vote:

<br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
<br />Nays: None
<br />
<br />10 - 200 - Motion to appoint Keia Waters as Deputy City Clerk.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to appoint Keia Waters as
<br />Deputy City Clerk, and was adopted by the following vote:
<br />
<br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
<br />Nays: None

<br />
<br />Joint public hearing with the Portsmouth Redevelopment and
<br />Housing Authority to solicit citizen comments on the Annual Action
<br />Plan.
<br />
<br />There were no speakers.

<br />10 - 81 - Public hearing on a street closure application:
<br />
<br />(a) S-10-01
<br />
<br />SOUTHSIDE - Ordinance granting the request of David L. Nimmich
<br />for the closure of a portion of Portsmouth Boulevard between Third
<br />Street and Port Centre Parkway. The Comprehensive Plan's
<br />Generalized Future Land Use Map recommends Mixed Use
<br />Employment. Deferred from the March 23, 2010 City Council
<br />Meeting. Vision Principle: Bold New Directions.

<br />There were no speakers.

<br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following
<br />ordinance, and was adopted by the following vote:
<br />
<br />"ORDINANCE TO CLOSE A PORTION OF PORTSMOUTH BOULEVARD BETWEEN
<br />THIRD STREET AND PORT CENTRE PARKWAY."
