473 <br />.May 23, 1989 <br /> <br /> Amended motion of Mr. Hawks and seconded by Mr. Simpson, <br />defer the closing of Redwood Avenue until the rezonin~ in the <br />River Pointe development is completed, and was approved by <br />unanimous vote. <br /> <br />to <br /> <br /> 89-220 Letter from th~ City Manager recommending adoption of <br />an ordinance to amend the code of the City of Portsmouth, <br />Virginia, 1988, by amending Section 37-132 thereof pertaining to <br />fares for taxicabs. <br /> <br /> "Several years ago, upon the recommendation of Tidewater <br />Regional Transit, the City implemented meter rather than meter and <br />one-half rates for out of town taxicab fares. Part of the <br />recommendation, also adopted by City Council, included a <br />reciprocity agreement between localities permitting taxis from <br />other licensing jurisdictions to pick up a f~re in a participating <br />locality, if they had just delivered a passenger. This. would <br />compensate for "empty return'fares" from out~ of town destinations <br />for the taxicabs owners while keeping the rates lower for <br />passengers. <br /> <br /> Unfortunately, some localities have fai~e~.~o participate in <br />the reciprocity agreement and do not permit taxicabs no5 licensed <br />in their jurisdictions to pick up fares for ~retur~ trip to <br />another locality. The most significast impa~t to Portsmouth <br />taxicab companies comes from the cities of Nor.fblk and Chesapeake <br />who do not reciprocate. Althohgh Norfolk charges meter rates, <br />Chesapeake still allows for meter and one-half, rates"for out of <br />town fares. Presently, Chesapeake and Portsmouth have the lowest <br />~ates in the seven cit~ area. (See attached ~hart). <br /> <br /> While I do not feel a ~a~e increase is required at this time <br />I do recommend that calculations for out of to~n fares ~ <br />be amended. I, therefore, request your approv.al of a code <br />amendment to permit Portsmouth taxicab companies to charge meter <br />and one-half rates for out 6f town fares." <br /> <br /> James Harris, 202 F Chowan Drive, representing Safeway Cab <br />Company, spoke ~n favor of the amendment to the City Code. <br /> <br /> On motion of Mr. Simpson and seconded by Nr.
