Because of the complexity of thi~ <br />project and its interrelationship with the development of the <br />existing school site, there are a number of "performance dates" <br />which need to be met to ensure~that the new school is ready for <br />occupancy i~ September 1991. One~ such date is~the appropriation <br />of funds~by City Council to purchase the site. As such, I am <br />requesting that City Council appropriate $732,000 for the purchas~ <br />of Portsmouth Industrial Foundatlon (PIF) ~d Portsmouth <br />Industrial Development Authority (PIDA) properties off of Cedar <br />Lane." <br /> <br /> ' O~motion of Mr. Hawks and~seconded by Mr. Barnes, the <br />following ordinance was approved on first reading, and by <br />vote of' ~-2 (Corprew, Simpson) <br /> <br />"AN ORDINANCE TO APPROPRIATE $732,000 FROM THE CAPITAL <br />IMPROVEMENT FUND FOR THE PURCHASE OF PROPERTIES FROM <br />THE~PORTSMOUTH INDUSTRIAL FOUNDATION AND THE PORTSMOUTH <br />INDUSTRIAL DEVELOPMENT AUTHORITY FOR A NEW CHURCHLAND <br />HIgH,SCHOOL AND RECREATION FACILITY." <br /> <br /> 89=242 - Letter from the City Manager recommending adoption <br />of an ~rdinance to appropriate $22,700 from the Capital <br />Improvement Fund for construction of a pedestrian footbridge on <br />Park Manor Road. <br /> <br /> "The City has recently completed the Clifford Street roadway <br />improvements. The last phase of this project involves upgrading <br />the downstream storm drain culverts at Park Manor Road. The <br />section of Park Manor Road east of Elmhurst Lane and the existing <br />storm drain culverts will be removed to reopen the creek crossing. <br />The Pa~k Manor Civic League requested that I have the City install <br />a pedestrian footbridge at this proposed creek crossing to allow <br />for continued access to the recently renovated City Park. <br /> <br /> TS~ roadway removal will be accomplished with remaining funds <br />from the Clifford Street project. Bids for the footbridge were <br />received on May 19, 1989. The bids include purchase and <br />installation of a prefabricated footbridge identical ~o the two <br />footbridges' in City Park. The bids received wer~ as follows: <br /> <br />C~NTRACTOR <br /> <br />BID PRICE <br /> <br />(1) Challenge Constructors, Inc. $22,700 <br />(2) Iron'Mountain For~e $32,761 <br /> <br />C~ty Estimate $21,000 <br /> <br /> The Director of Public Works recommends that a contract be <br />awarded to the low bi~der, Challenge Constructors, Inc., and <br />a9proptiation of $22,700. A ~ermit for the work has also been <br />obtained from the Army Corps of Engineers. <br /> <br /> I, therefore, concur and recommend appropriation of the <br />necessary funds and award of the contract to the low bidder." <br /> <br /> <br />
