Because of the complexity of thi~ project and its interrelationship with the development of the existing school site, there are a number of "performance dates" which need to be met to ensure~that the new school is ready for occupancy i~ September 1991. One~ such date is~the appropriation of funds~by City Council to purchase the site. As such, I am requesting that City Council appropriate $732,000 for the purchas~ of Portsmouth Industrial Foundatlon (PIF) ~d Portsmouth Industrial Development Authority (PIDA) properties off of Cedar Lane." ' O~motion of Mr. Hawks and~seconded by Mr. Barnes, the following ordinance was approved on first reading, and by vote of' ~-2 (Corprew, Simpson) "AN ORDINANCE TO APPROPRIATE $732,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE PURCHASE OF PROPERTIES FROM THE~PORTSMOUTH INDUSTRIAL FOUNDATION AND THE PORTSMOUTH INDUSTRIAL DEVELOPMENT AUTHORITY FOR A NEW CHURCHLAND HIgH,SCHOOL AND RECREATION FACILITY." 89=242 - Letter from the City Manager recommending adoption of an ~rdinance to appropriate $22,700 from the Capital Improvement Fund for construction of a pedestrian footbridge on Park Manor Road. "The City has recently completed the Clifford Street roadway improvements. The last phase of this project involves upgrading the downstream storm drain culverts at Park Manor Road. The section of Park Manor Road east of Elmhurst Lane and the existing storm drain culverts will be removed to reopen the creek crossing. The Pa~k Manor Civic League requested that I have the City install a pedestrian footbridge at this proposed creek crossing to allow for continued access to the recently renovated City Park. TS~ roadway removal will be accomplished with remaining funds from the Clifford Street project. Bids for the footbridge were received on May 19, 1989. The bids include purchase and installation of a prefabricated footbridge identical ~o the two footbridges' in City Park. The bids received wer~ as follows: C~NTRACTOR BID PRICE (1) Challenge Constructors, Inc. $22,700 (2) Iron'Mountain For~e $32,761 C~ty Estimate $21,000 The Director of Public Works recommends that a contract be awarded to the low bi~der, Challenge Constructors, Inc., and a9proptiation of $22,700. A ~ermit for the work has also been obtained from the Army Corps of Engineers. I, therefore, concur and recommend appropriation of the necessary funds and award of the contract to the low bidder."
