July 25, <br /> <br />1989 <br /> <br />527 <br /> <br />At a regular meeting.of the City Council held on Tuesday, July 25 <br />1989, the~e were present: <br /> <br />Mayor Gloria O. Webb, Vice Mayor J. Robert Gray, Jack P. <br />Barnes, E. G. Corprew, Jr.~ James C. Hawks, L. Louise Lucas, <br />J~ Herbert Simpson, George L. Hanbury, II, City Manager, <br />Steven Lieberman~ City Attorney. <br /> <br /> Reverend Charles H. Smith, III, PastOr, Broad Street United <br />Methodist.Church, opened the meeting wibh prayer, followed by the <br />Pledge of';Allegiance to the Flag. <br /> <br /> Mayor Webb welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Simpson and seconded by Mr. Gray, minutes of a <br />called meeting of July 5, i98~9~ minutes a called meeting of July <br />10, 1989; minutes of the Public Hearing of July 10, 1989; minutes <br />of a~called meeting Of J~uly 11~ 1989; and-minutes of a regular <br />meeting of July 11, 1989, to be approved as received, and was <br />adopted by unanimous vote. <br /> <br />89-296 Public Hearing on School Board Appointments <br />consideration of appointments to the School Board. <br /> <br /> - CityClerk read the following list of ~names for consideratio <br />of appointment to the School Board: <br /> <br />Dr~:Willie Mae Beamen <br />Ann Archer <br />Thomas Cantieri <br />Ben W; Foster, Jr. <br />Diane Griffin <br />Frederick D. Hobby <br /> <br />Lillian A. Mayo <br />Ralph A. wilson <br />David Whitener <br />Saunders Early <br />Townsend Oast <br /> <br />The following citizens spoke at the Public Hearing: <br /> <br /> Mr. Ed Joyner, 1411 Ekstine Drive, representing NAACP, spoke <br />on race relations in?Portsmouth and requested that Dr. Willie Mae <br />Beamon be appointed to the vacant School Board seat. <br /> <br /> Mr. H. N. Johnson, Jr., 2400 Palmer Street, representing <br />self. <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Corprew, to suspend <br />the 5 minute time limit and grant Mr. Johnson 5 additional <br />minutes, was denied and by the following vote: 5-2 (Corprew, <br />Lucas). <br /> <br />Mr. Johnson spoke on "Sectionism" in Portsmouth. <br /> <br /> Carol R. Carr, 396 Carver Circle, representing self, spoke <br />reque§ting the Council appoint Dr. Willie-~Mae Beamon to the vacan <br />seat on the School Board. <br /> <br /> Marianne Wade-Drew, 611 DeKalb Avenue, representing self, <br />spoke on pulling the city together with the best representation <br />on the School Board. <br /> <br />the <br />was <br /> <br /> Leah D. Stith, 3604 Cedar Lane, representing self. <br /> <br />Motion of Mrs. Lucas and seconded by Mr. Corprew, to suspend <br />5 minute time limit and grant ~S- Stith, 5 additional minutes <br />denied and by the following vote: :5-2 (Corprew, Lucas). <br /> <br />Ms. Stith spoke on unity in Portsmouth. <br /> <br /> <br />
