July 25, 1989 527 At a regular meeting.of the City Council held on Tuesday, July 25 1989, the~e were present: Mayor Gloria O. Webb, Vice Mayor J. Robert Gray, Jack P. Barnes, E. G. Corprew, Jr.~ James C. Hawks, L. Louise Lucas, J~ Herbert Simpson, George L. Hanbury, II, City Manager, Steven Lieberman~ City Attorney. Reverend Charles H. Smith, III, PastOr, Broad Street United Methodist.Church, opened the meeting wibh prayer, followed by the Pledge of';Allegiance to the Flag. Mayor Webb welcomed all visitors in attendance. Motion of Mr. Simpson and seconded by Mr. Gray, minutes of a called meeting of July 5, i98~9~ minutes a called meeting of July 10, 1989; minutes of the Public Hearing of July 10, 1989; minutes of a~called meeting Of J~uly 11~ 1989; and-minutes of a regular meeting of July 11, 1989, to be approved as received, and was adopted by unanimous vote. 89-296 Public Hearing on School Board Appointments consideration of appointments to the School Board. - CityClerk read the following list of ~names for consideratio of appointment to the School Board: Dr~:Willie Mae Beamen Ann Archer Thomas Cantieri Ben W; Foster, Jr. Diane Griffin Frederick D. Hobby Lillian A. Mayo Ralph A. wilson David Whitener Saunders Early Townsend Oast The following citizens spoke at the Public Hearing: Mr. Ed Joyner, 1411 Ekstine Drive, representing NAACP, spoke on race relations in?Portsmouth and requested that Dr. Willie Mae Beamon be appointed to the vacant School Board seat. Mr. H. N. Johnson, Jr., 2400 Palmer Street, representing self. Motion of Mrs. Lucas and seconded by Mr. Corprew, to suspend the 5 minute time limit and grant Mr. Johnson 5 additional minutes, was denied and by the following vote: 5-2 (Corprew, Lucas). Mr. Johnson spoke on "Sectionism" in Portsmouth. Carol R. Carr, 396 Carver Circle, representing self, spoke reque§ting the Council appoint Dr. Willie-~Mae Beamon to the vacan seat on the School Board. Marianne Wade-Drew, 611 DeKalb Avenue, representing self, spoke on pulling the city together with the best representation on the School Board. the was Leah D. Stith, 3604 Cedar Lane, representing self. Motion of Mrs. Lucas and seconded by Mr. Corprew, to suspend 5 minute time limit and grant ~S- Stith, 5 additional minutes denied and by the following vote: :5-2 (Corprew, Lucas). Ms. Stith spoke on unity in Portsmouth.
