In anticipation of this event, <br />City staff has developed criteria for a new performance based <br />ambulance system. The chief difference between the existing <br />contract and the proposed system is that the fr~ncSis~e be <br />required to respond to life,threatening calls within~ 8, mihutes <br />85% of the time or be subject to a fine. After carefully r~vie~ing vendor <br />quali~fications~ the quali~¥ of the written responses, and <br />responses to questi~0~s during i~terview sessions w~'th the panel <br />members, this-dommittee has recommended t~ me that the_ <br />franchise be awarded to Tidewater Ambulance Service. <br /> <br /> I concur wi~h.the ~recomme~dation~and therefore recommend <br />to you that the p~oposal fr~m'Tidewater ~mbu'lance Service be <br />accepted and tha~ the franchise for emergency amb~tance~service <br />be awarded to them." - <br /> <br /> Motion of Mr. Simpson and seconded by Mr. ~Barnes to accept <br />the proposal from ~he Tidewater Ambulance Service and that a <br />contract for emergency ambulance service be awarded to them as <br />the lowest responsible bidder. <br /> <br /> Substitute motion of Mr. Simpson and seconded by Mr. <br />Barnes to defer the item to a Public Work Session of Auqust 22 <br />nd, a~d was adopted~by unanimous vote. <br /> <br /> 89-331 Letter from the City Manager recommending <br />adoption of a motion to authorize acceptance of a grant award <br />from the Virginia Department of Emergency Services which will <br />be used to implement a Level III Hazardous Materials Emerqency <br />Response Team and the transfer of $134,500 from the Grants <br />Contingency Account to support the program. <br /> <br /> "I am pleased to report that Chief James D. Holloway of <br />the Technological Hazards Branch of the Virginia Department of <br />Emergency Services~has awarded Portsmouth a grant of-$134,500. <br />These funds represent the second year pass-through~funding and <br />will be used to implement a Level III Hazardous Materials <br />Emergency Response Team. <br /> <br /> The potential for serious accidents and releases involving <br />hazardous materials poses a s~rious th-teat for the public <br />health, safety and welfare of citizens throughout Hampton <br />Roads~ The City of Portsmouth's Fire Department will act as <br />the primary response team and will be responsible for the <br />administration of this grant. The cities of Chesapeake, <br />Virginia Beach, and Norfolk will furnish response personnel to <br />the composite regional team. Grant funds will be used to <br />purchase the necessary equipment and supplies for the team and <br />training will be conducted by the Virginia Department of <br />Emergency Services. <br /> <br /> <br />
