Waters, Pastor, Mt. ~Hermon Baptist Church <br />opened the meeting with prayer, followed by the Pledge of <br />AIlegiance to the Flag. <br /> <br />Mayor Webb w~Icomed all visitors in attendance. <br /> <br /> Motion of Mr. Simpson and seconded by Mrs. Lucas, minutes of <br />a called meeting of July 25, 1989; minutes of a called meeting of <br />July 25, 1989, to be approved as received, and was adopted by <br />unanimous vote. <br /> <br /> 89-320 - A presentation of the Key to the City was made to <br />Tami Renee Elliott, Miss Virginia 1989 and Lara F. Colby, Miss <br />Portsmouth Seawall Festival 1989. <br /> <br /> 89-321 A presentation by R. E. Christy~ Transportation <br />Safety Coordinator, District 7, Department~of Motor Vehicles of a] <br />award to the City of Portsmouth and the Transportation Safety <br />Commission Chairman~ Sidney Duck ~nd to Bryant Rowley rep <br />Traffic Engineering. <br /> <br /> 89-322 Presentation of a proclamation to The Honorable <br />L. Louise Lucas Councilwoman for "National -ight Out . <br /> <br /> 89-323- Public Hearing-on proposed renewal terms for the <br />cable television franchise with Cox Cable of Hampton Roads'. <br /> <br /> Frank B~wers, 5200 Cleveland Street; representing Cox Cable, <br />spoke in support of the renewal of the Franchise. <br /> <br /> 89-324 Public Hearing on the Issuance of a contract for <br />emergency ambulance service. <br /> <br /> Lak~ Critzer, 5301 Sweetbriar Circle, representing Central <br />Virginia Ambulance, spoke in opposition of City accepting and <br />awarding a contract to a different ambulance service. <br /> <br /> Richard C. Shomo, 11106 Ingallston Road, Richmond, <br />representing Central Virginia Ambulance Service, spoke in <br />opposition to a change in the ambulance service. <br /> <br /> LaRose Mann, 805 JewelI Avenue, spoke in reference to the <br />charges for ambulance service in the City. <br /> <br /> <br />
