<br />February 23. 2010 <br /> <br />"RESOLUTION CONCERNING A PROPOSED GOVERNMENT ABC STORE TO BE <br />LOCATED IN CLOSE PROXIMITY TO I.C. NORCOM HIGH SCHOOL." <br /> <br />WHEREAS, the Virginia Department of Alcoholic Beverage Control ("the ABC <br />Department") has control over the sale of alcoholic beverages in Virginia, including the <br />location of state-owned ABC liquor stores, known as "Government ABC Stores," and <br /> <br />WHEREAS, it is incumbent on the ABC Department to select locations for <br />Government ABC Stores with due regard for the morals, welfare, and best interests of <br />the public, and <br /> <br />WHEREAS, one important responsibility of the ABC Department is to protect <br />youth from illegal use or possession of alcoholic beverages, and <br /> <br />WHEREAS, the ABC Department has tentatively selected a new location for a <br />Government ABC Store to serve the High Street - London Boulevard corridor, also <br />known as the "Uptown" area of Portsmouth, and <br /> <br />WHEREAS, that tentative location is in the London ShopslOlde Towne Market <br />Place shopping center, sometimes known as the "Food Lion Shopping Center," at 1503 <br />London Boulevard, fronting on Peninsula Street, and <br /> <br />WHEREAS, said location is directly across Peninsula Street from I.C. Norcom <br />High School, and it faces the high school, and <br /> <br />WHEREAS, if a Government ABC Store is constructed and operated at location, <br />it would create undue and excessive exposure of high school students to alcoholic <br />beverages and would not be a healthy or positive influence on the moral growth and <br />development of those students, <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br />1. That the City of Portsmouth is hereby opposed to locating and operating a <br />Government ABC Store at this location. <br /> <br />2. The City respectfully requests the ABC Department to choose a different <br />location for the proposed new Government ABC Store. <br /> <br />3. The City further respectfully requests the ABC Department to consult with the <br />City Manager or his designee concerning this and any other relocated or new <br />Government ABC Store in Portsmouth." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />10 - 88 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />10 - 89 - Items Submitted by Council Members <br /> <br />'" Ms. Psimas reminded citizens and City Council that February 27, 2010 is Founder's <br />Day in the City and asked that everyone come out to participate in the festivities. <br /> <br />'" Mr. Smith informed citizens that City Council would be meeting with the School <br />Board February 25, 2010 at 7 pm in the City Council Chamber to adopt a resolution <br />strongly opposing the proposed cuts to funding for education within the State. <br />
