<br />February 23. 2010 <br /> <br />"ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA <br />AUTHORIZING THE ISSUANCE AND SALE OF NOT TO EXCEED $58,000,000 <br />AGGREGATE PRINCIPAL AMOUNT OF GENERAL OBLIGATION PUBLIC <br />IMPROVEMENT BONDS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 86 - Adoption of a resolution concerning the Portsmouth Fallen Heroes Memorial <br />Foundation. Vision Principle: Pride of Past, Promise of Future. <br /> <br />Background: <br />. Over the years, several members of our public safety agencies have lost their <br />lives in the line of duty. Those persons are referred to as "Fallen Heroes." Across the <br />country, several other cities have created memorials to their own Fallen Heroes. A non- <br />profit organization has now been created in Portsmouth for the purpose of creating such <br />a memorial here. <br /> <br />Discussion: <br />. The organization is the Portsmouth Fallen Heroes Foundation. <br />. The Foundation will raise private funds for the purpose of designing, <br />constructing, maintaining, and operating a Portsmouth Fallen Heroes Memorial. <br />. The Memorial will be located at a public site that is mutually agreed to by the <br />Foundation and the City. <br /> <br />Financial Impact: <br />. There will be no material financial impact. <br /> <br />Recommended Action: <br />. Adoption of the resolution is recommended. Vision Principle: Pride of Pass, <br />Promise of Future. <br /> <br />Next Steps Following Council Action: <br />. City Manager and City Attorney will work with the Foundation to plan the <br />Memorial. <br />. The plan, to include the design and the proposed location, shall be brought <br />forward to City Council at a later time. Council shall have the right to approve the <br />location and the terms of operation and occupancy. <br /> <br />1. Bill Kline, 4504 Winston Road, spoke in support of this item. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION CONCERNING THE PORTSMOUTH FALLEN HEROES MEMORIAL <br />FOUNDATION. <br /> <br />WHEREAS, over the years there have been numerous public safety officials of <br />the City of Portsmouth who have died in the line of duty, and <br /> <br />WHEREAS, these officials lost their lives in the course of preserving public safety <br />and protecting the men, women, and children of this city, and <br /> <br />WHEREAS, these officials are worthy of permanent, dignified, and appropriate <br />recognition for the sacrifices they made, and <br /> <br />WHEREAS, there are numerous monuments that have been erected in many <br />localities, and also in some states and at the national level, to public safety officials who <br />died in the line of duty, and <br />
