576 September 12,-1989 89-368 Letter from the City Manager recommending adoption of a resolution authorizing the City Manager to convey property located on the south side of West Norfolk Road to the Portsmouth Industrial Development Authority. "The Portsmouth Industrial Development Authority is preparing to~sellrproperty it owns in Jordansville to the First Baptist Church for some new residential development. The church has also indicated an interest in buying an adjacent City-owned parcel in order to create a.buitdable lot. The location of the City and PIDA parcels is shown on the attached..m~p. Also attached is a· possible development plan which would require Planning Commission approval. The church has agreed to pay $0.75 per square foot for the property and PIDA'would return the net proceeds for the City property (less selling expenses) to the City. I believe this will be a good project which will help strengthen and beautify the Jordansville neighborhood and I recommend approval. I therefore recommend conveyance of City-owned property~for the purpose as stated." On Motion of Mr. Gray and seconded by Mr. Simpson, the following resolution was adopted on first and final reading and by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY PROPERTY LOCATED ON THE SOUTH SIDE OF WEST NORFOLK ROAD TO THE PORTSMOUTH INDUSTRIAL DEVELOPMENT AUTHORITY. WHEREAS, the City owns certai~ hereinafter-described real property located on the south side of West Norfolk Road, which property is no longer required for public purposes and is, hereby, declared~.to be excess property; and WHEREAS, said property may be combined w~th'other property owned by the Portsmouth Industrial Development Authority for development purposes; and WHEREAS, the Council of the City of Portsmouth deems it to be in the best interest of the City for said property to be developed for residential uses. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia., that the City Manager be, and hereby is, authorized to convey the hereinafter-described property to the Portsmouth Industrial Development Authority, to-wit: Ail that certain lot, piece or parcel of land, situate, lying and being in the City of Portsmouth, Virginia, known, numbered and described as Lot ~1 on Tax Plate 711. Said parcel contains a total of .15 acres. BE IT FURTHER RESOLVED that the City Manager be, and hereby is, authorized to sign such deeds and other documents as may be necessary to carry out the intent of this Resolution."
