576 <br /> <br />September 12,-1989 <br /> <br />89-368 Letter from the City Manager recommending adoption of <br />a resolution authorizing the City Manager to convey property <br />located on the south side of West Norfolk Road to the Portsmouth <br />Industrial Development Authority. <br /> <br /> "The Portsmouth Industrial Development Authority is <br />preparing to~sellrproperty it owns in Jordansville to the First <br />Baptist Church for some new residential development. The church <br />has also <br />indicated an interest in buying an adjacent City-owned parcel in <br />order to create a.buitdable lot. The location of the City and <br />PIDA parcels is shown on the attached..m~p. Also attached is a· <br />possible development plan which would require Planning <br />Commission approval. <br /> <br /> The church has agreed to pay $0.75 per square foot for the <br />property and PIDA'would return the net proceeds for the City <br />property (less selling expenses) to the City. <br /> <br /> I believe this will be a good project which will help <br />strengthen and beautify the Jordansville neighborhood and I <br />recommend approval. I therefore recommend conveyance of <br />City-owned property~for the purpose as stated." <br /> <br /> On Motion of Mr. Gray and seconded by Mr. Simpson, the <br />following resolution was adopted on first and final reading and <br />by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY <br />PROPERTY LOCATED ON THE SOUTH SIDE OF WEST NORFOLK ROAD TO THE <br />PORTSMOUTH INDUSTRIAL DEVELOPMENT AUTHORITY. <br /> <br /> WHEREAS, the City owns certai~ hereinafter-described real <br />property located on the south side of West Norfolk Road, which <br />property is no longer required for public purposes and is, <br />hereby, declared~.to be excess property; and <br /> <br /> WHEREAS, said property may be combined w~th'other property <br />owned by the Portsmouth Industrial Development Authority for <br />development purposes; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth deems it to <br />be in the best interest of the City for said property to be <br />developed for residential uses. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia., that the City Manager be, and hereby <br />is, authorized to convey the hereinafter-described property to <br />the Portsmouth Industrial Development Authority, to-wit: <br /> <br /> Ail that certain lot, piece or parcel of land, situate, <br />lying and being in the City of Portsmouth, Virginia, known, <br />numbered and described as Lot ~1 on Tax Plate 711. Said parcel <br />contains a total of .15 acres. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and <br />hereby is, authorized to sign such deeds and other documents as <br />may be necessary to carry out the intent of this Resolution." <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br />89-369 Letter from the City Manager recommending adoption of <br />a resolution authorizing the City Manager to convey the Crawford <br />Street Parking Garage to the Portsmouth Parking Authority. <br /> <br /> <br />
