"With construction of the first phase of th.e-Western Freeway, access to the West Norfolk neighborhood was reduced to basicallya single point which crossed the'No~fOtk .and Western Railroad serving Hoechst Celanese Chemical. Plant-~f~me-wly. -, Virginia Chemical Plant). At the request of the West Norfolk neighborhood a~d the City, VDOT agreed to extend ~ake~K~hgman Service Road (now Wyatt Drive). Th~s route is to provid~ access from Wild Duck Lane to Coast Guard Boulevard,, thu~ providing., another means of egress from the neighborhood ~n the event of an emergency. - ~ The project.has been recently bid by VDOT , resulting ~n a total cost of %577,932.25. This is approximately $187,000 less than their projection of $765,000 in the Six-Year Allocation Plan. The City's share of this project will be 5% or $15,216. The City Attorney and the Director of Public Works recommend ~appr~val of the required City/State agreement and appropriation of. the necessary matching funds. Therefore, I request your approval to sign the CiAy/State a~eement for this project and appropriation of the $15,216 in matching funds." On motion of Mr. Gray and seconded by Mr. Hawks, the following ordinance was approved on first reading, and by unanImous vote: "AN~ ORD~ANANCE TO APPROPRIATE $15,216. FROM THE CAPITAL IMPRO~MENT FUND TO PROVIDE THE CITY'S FIVE PER CENT SHARE OF.EONSTRUCTING THE WYATT DRIVE EXTENSION FROM WILD DUCK LANE TO COAST GUARD .BOULEVARD AND APPROVAL TO SIGN THE NECESSARY AGREEMENT." 89-393 Letter from the City Manager recommending adoption of an ordinance to appropriate S14,300.00 from the Capital Improvement Fund for the installation of security gates for the City Treasurer's office, and to award the contract to the low bidder, Montgomery Door. "The 1988-89'Capital Improvement Plan identified funds for the installation of security gates for the Ciby Treasurer's Office. This project was designed to provide protection for the records on file, data processing equipment and security for cash receipt records. The Director o~ General Services has bid the project and the following bids have been received:., Montgomery .Do~r ............ - .... % ..... $12,996.00 · Door Engineering ...~ ............. i... $15,777.00 The Director of General ServiCes has requested appropriation of $14,300 (includes 10% contingency) and award of the low bid to Montgomery Door. It is anticipated that the work can be completed within 120 days of award. I concur and recommend City Council's approval."
