<br />November 24. 2009 <br /> <br />09 - 594 - Adoption of an ordinance appropriating in the FY 2009-2010 Behavioral <br />Healthcare Services Fund the sum of $89,670 received from the Virginia Department of <br />Behavioral Health and Developmental Services for use by the Portsmouth Department <br />of Behavioral Healthcare Services for medications for severely mentally ill individuals. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. On September 8, 2009, Governor Kaine announced budget reductions of 15% to <br />the Central Office of the Virginia State Department of Behavioral Health and <br />Developmental Services (DBHDS). One result of this reduction is the closing of the <br />DBHDS Community Resource Pharmacy (CPR), effective January 1, 2010 and the <br />termination of prescription services as of November 1, 2009. The CPR has provided <br />medications to indigent Seriously Mentally III individuals through a state funding formula <br />for each local Community Services Board. Each of the CSBs is in the process of <br />making emergency arrangements with various pharmacies to purchase medications <br />while long-term pharmaceutical arrangements are procured. <br />. Each CSB will receive 2/3 of its total allocation for the remainder of FY 10 to <br />purchase the necessary medication. The Portsmouth Department of Behavioral <br />Healthcare Services FY 10 allocation is $89,670. <br /> <br />Discussion: <br />. DBHS is exploring different alternatives for short-term pharmacy services for its <br />consumers as well as long-term arrangements with pharmacy companies. It is crucial <br />that the funding provided by DBHDS to purchase these medications are available. <br />DBHS is working closely with the Department of Procurement to expedite both the short <br />and long term procurement of pharmacy services. <br /> <br />Financial Impact: <br />. No local match funding is required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance. Vision principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />. If the requested appropriation is approved, the Director of DBHS will collaborate <br />with the Department of Procurement to contract for short-term pharmacy services and <br />develop a RFP to identify and contract with a pharmacy company for long-term <br />pharmacy services. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING IN THE FY 2009-2010 BEHAVIORAL <br />HEAL THCARE SERVICES FUND THE SUM OF $89,670 RECEIVED FROM THE <br />VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES FOR USE BY THE PORTSMOUTH DEPARTMENT OF BEHAVIORAL <br />HEAL THCARE SERVICES FOR MEDICATIONS FOR SEVERELY MENTALLY ILL <br />INDIVIDUALS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 595 - Adoption of a resolution establishing Economic Development as the City of <br />Portsmouth's primary strategic priority. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. At the recent City Council retreat, City Council determined that economic <br />development should be the City's primary strategic goal. This resolution articulates the <br />guiding principles and the general strategy for achieving the goal. <br />
