December 12, 1989 In view of the citizen's co~cern, I concur that'it is difficult fo~ the general public to have knowledge of "legal holidays for parking" versus City holidays, State hol~idays and Federal holidays. As such, I reeommend that Section 22-613 and 22-643 of the Cit-~ Code be amehded to exempt all City/State/Federal holidays. Attached' is a st~ff su~mar~'.-o~~ traditional holidays recognized by the City, State and Federal government. "The:Ports~outh~Port and Indu§trial Commission is preparing tO sell property it owns in Port Norfolk to Mr. Herbert Halley,-a private businessman. Mr. Halley has also expressed interest in a small (approximately 400 square feet) adjacent City parcel which is shown on the attached map. Mr. Halley proposes to use the PPIC property and~the City parcel for fenced storage and for eventual expansion of a building he is constructing on some adjacent property. Mr. Halley has agreed to pay $1.50 per square foot for the property and PPIC would return the net proceeds (less selling expenses) to the City. The City Attorney has prepared the attached resolution to convey the property to PPIC and I recommend its approval." WHEREAS,. said property may be combined with other property owned by the PortSmouth Port and Industrial Commission for resale to a private business; and WHEREAS, the Council of the c~ty of Portsmouth deems~it to be in th~ best interest of the City for said property to,be privately developed and placed back on the tax rolls.
