December 12, 1989 The Director of General Services recommends that the Hilanders Center contraCt be awarded to the low bidder, Roof tech, Inc., and that the Victory Boulevard Fire Station contract be awarded to the low'bidder, National Roofing Corp. I, therefore, concur and recommend the appropriation of $114,360 authorized in the Capital Improvement Plan and award of the contracts~to~the 1Ow bidders.!' On motion of Mr. Simpson~and!seconded'by Mr. Gray:the following ordinance was approved on first ~reading by'~unanimous vote, and the contracts awarded to the lo~ bidders, "AN ORDINANCE TO APPROPRIATE $114,360. OF ROOFS ON VARIOUS CITY OWNED~BU~LDINGS." ~ 89-476 Letter from the City Manager ~eCommendin~ adoption of an ordinance to appropriate $203,000 from the 1989-90 Capital' Improvement Fund to locate and remove asbestos from City owned buildings, and to award the bid to Nash Construction Company. "The 1989-90 Capital Improvement~Plan authorized $250~000 for the purpose of determining the location and condition of asbestos in city owned buildings and its removal when found. BCM Engineers; Inc., a firm currently under contract with the City of PortSmouth~has c~nfirmed the presence of asbestos in the Ciovic Center Equipment Room after performing asbestos sample colI~Ction, air monitoring, and analysis~ BCM estimates their cost to be $35,000 to oversee the~asbestos removal for this project. Bids were received on June 28, 1989 for asbestos removal (see attachement). On motion of Mr~ Gray and seconded by Mr. Barnes,~ the following ordinan'ce was approved on first reading by unanimous vote, and contract awarded to the low bidder, Nash Construction Company.
