<br />October 27. 2009 <br /> <br />Background: <br />. Every Portsmouth department within the City of Portsmouth was provided an <br />opportunity to identify issues for inclusion in the FY2010 State Legislative Package and <br />the FY2011 Federal Legislative Package. <br />. Each Portsmouth City Council member was also provided an opportunity to <br />identify issues for inclusion in the above-mentioned legislative packages. <br />. The legislative packages were presented at the Portsmouth City Council's Work <br />Session on Tuesday, September 22,2009. <br /> <br />Discussion: <br />. The following items have been included in the FY2010 State Legislative <br />Package: <br />'" Amend and reenact S46.2-931 of the Code of Virginia, relating to distribution of <br />handbills, etc., solicitation of contributions, and sale of merchandise on highways <br />providing a statewide option <br />'" Amend and reenact S46.2-931 of the Code of Virginia, relating to distribution of <br />handbills, etc., solicitation of contributions, and sale of merchandise on highways adding <br />the City of Portsmouth <br />'" Amend and reenact S2.2-3802 of the Code of Virginia providing government <br />public utilities the ability to collect Social Security Numbers (SSN's) <br />. Being mindful of the current approximate $1.351 billion state budget shortfall for <br />FY10 and the continuing deep economic recession over the next few years no <br />submissions for non-state agency funding was included. <br />. The following items have been included in the FY2011 Federal Legislative <br />Package: <br />'" Children's Museum of Virginia - $175,000 Technology Update for the Operation <br />System of the Planetarium <br />'" Turnpike Road Widening Project - $21,658,000 (Portsmouth Boulevard to <br />Constitution Avenue) <br /> <br />Staff Recommendation: <br />. Portsmouth City Council's adoption of both packages by resolutions. Vision <br />Principles: Bold New Directions, A Robust and Prospering Economy, World Class <br />Maritime Center, Lifelong Learning Community, Thriving Neighborhoods and a Sense of <br />Community, and Pride of Past Promise of Future. <br /> <br />Next Steps Following Council Action: <br />. The Senior Legislative and Management Analyst will be responsible for working <br />with the City's General Assembly delegation and lobbying the City's State Legislative <br />Package during the FY201 0 General Assembly Session. <br />. The Senior Legislative and Management Analyst will also be responsible for <br />working with the City's 11 ih Congressional delegation and lobbying the City's FY2011 <br />Federal Legislative Package. <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in support of this item <br />but brought to City Council's attention various items he believed should be <br />included in the Legislative package. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />resolution with amendment requesting a 180-day extension of the Soil and Water <br />Conservation Board's suspension of the stormwater regulations to allow for further <br />review and analysis to determine their potential impact on current federal and state <br />water quality improvement mandates as well as impact on the taxes and fees that will <br />be borne by our citizens, and was adopted by the following vote: <br /> <br />09-543 (A): <br /> <br />"RESOLUTION ENDORSING THE CITY'S 2010 GENERAL ASSEMBLY <br />LEGISLATIVE PACKAGE. <br />
