<br />October 13. 2009 <br /> <br />Financial Impact: <br />. No financial impact. The goal is to properly rehabilitate this architecturally <br />significant structure and to find a productive use for the building which will then <br />eliminate this property from being tax exempt (as Federally-owned land) and put the <br />property back on the local tax rolls as a new development. <br /> <br />Staff Recommends: <br />. Adoption of the resolution. Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Staff will work with the Navy and PRHA to finalize the necessary documents. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br />PROGRAMMATIC AGREEMENT WITH THE UNITED STATES NAVY, THE VIRGINIA <br />STATE HISTORIC PRESERVATION OFFICER, AND THE PORTSMOUTH <br />REDEVELOPMENT AND HOUSING AUTHORITY CONCERNING THE <br />CONVEYANCE OF THE FORMER NAVY YMCA BUILDING LOCATED AT 517 KING <br />STREET. <br /> <br />WHEREAS, the former Navy YMCA Building at 517 King Street, constructed as <br />St. Joseph's Academy in 1916 and expanded and renamed as St. Paul's Elementary <br />School in 1949, has been determined to be a contributing resource to the Portsmouth <br />Downtown Historic District by the State Historic Preservation Officer; and <br /> <br />WHEREAS, the building is unoccupied and in need of stabilization, maintenance, <br />restoration, and renovation; and <br /> <br />WHEREAS, the building's owner, the United States Navy no longer has any <br />need for the property; and <br /> <br />WHEREAS, the City of Portsmouth wishes to have this historic building repaired, <br />preserved, renovated, and placed back on the tax rolls; and <br /> <br />WHEREAS, the Navy has been authorized to convey the building to the City after <br />the structure has been environmentally remediated and historically rehabilitated; and <br /> <br />WHEREAS, in order to accomplish the goals of environmental remediation and <br />historic rehabilitation, the Navy and the City have determined it necessary and <br />advisable to enter into a Programmatic Agreement with the State Historic Preservation <br />Officer and the Portsmouth Redevelopment and Housing Authority. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby authorizes the City Manager to execute a Programmatic <br />Agreement and any other necessary related documents with the United States Navy, <br />the State Historic Preservation Officer, and the Portsmouth Redevelopment and <br />Housing Authority for the environmental remediation, historic rehabilitation, and return to <br />productive use of the former YMCA building at 517 King Street under such terms and <br />conditions as may be in the best interest of the City of Portsmouth." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 518 - Adoption of a motion to adopt a Downtown Design District Manual.
