Mark Geduldig-Yatrofsky, 2713 Sterling Point Road, spoke in support of this item <br />and asked that the City also adhere to the ordinance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO REPEAL THE PRESENT SECTION 24-255 OF THE CODE OF <br />THE CITY OF PORTSMOUTH (2006) AND TO REPLACE IT WITH A NEW SECTION <br />24-255 PERTAINING TO UNLAWFUL EXCESSIVE SOUND." <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst <br />Nays: Holley <br /> <br />09 - 461 - Adoption of an ordinance to repeal Sections 12-141 through 12-151 of the <br />Code of the City of Portsmouth, Virginia (2006) pertaining to the establishment and <br />duties of the Municipal Finance Commission. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in opposition to this item. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Smith, to defer consideration of <br />Item 09-461 to the September 22, 2009 City Council Meeting, and was adopted by the <br />following vote: <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 462 - Adoption of a resolution adopting a residential anti-displacement and <br />relocation assistance plan for the City of Portsmouth's Neighborhood Stabilization <br />Program Project. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Virginia Department of Housing and Community Development (DHCD) <br />awarded the City $2,000,000 of NSP funds to purchase and rehabilitate residential <br />properties that have been foreclosed upon. The units will then be sold to income- <br />eligible households. <br />. To be eligible for NSP funds, DHCD requires that the City adopt a Residential <br />Anti-Displacement and Relocation Assistance Plan. A copy of the draft Plan is <br />attached. <br />
