<br />September 8. 2009 <br /> <br />(b) CP-09-01 <br /> <br />DOWNTOWN - The City of Portsmouth seeks to amend the <br />Destination 2025 Comprehensive Plan to address development in <br />the downtown area. The Comprehensive Plan recommends the <br />creation of a detailed Downtown Master Plan to specifically define <br />land use and development strategies for the City. Vision Principle: <br />Bold New Directions. <br /> <br />There were no speakers. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to concur with the <br />recommendation of the Planning Commission that CP-09-01 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />(c) UP-09-10 <br /> <br />CHURCHLAND - Supat Adalem requests a use permit to operate a <br />restaurant at 5774 Churchland Boulevard. The Comprehensive Plan <br />Future Land Use Map recommends Commercial Development in <br />the area. Vision Principle: A Robust and Prospering Economy. <br /> <br />There were no speakers. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that UP-09-10 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />09 - 440 - Use permit: <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following <br />resolution approved on first reading at the August 25, 2009 meeting, and was adopted <br />by the following vote: <br /> <br />09-440: <br /> <br />"RESOLUTION GRANTING A USE PERMIT (UP- 09-11) TO OPERATE <br />ENTERTAINMENT ESTABLISHMENT AT 509 AND 511 HIGH STREET. <br /> <br />WHEREAS, David L. Griffin, Sr., has made application pursuant to Section 40- <br />43.1 of the Code of the City of Portsmouth, Virginia (2006) for the granting of a use <br />permit for the operation of an entertainment establishment at 509 and 511 High Street, <br />Portsmouth, Virginia; and <br /> <br />WHEREAS, the applicant and the Planning Director have done all things <br />required to be done in connection with said application; and <br /> <br />WHEREAS, the Planning Commission has recommended the granting of the <br />application for a use permit with conditions. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br />1. That it finds that the use for which the permit is sought: <br /> <br />(a) Will not adversely affect the health and safety of persons residing or working in <br />the neighborhood of the proposed use; <br />
