AUQust 25. 2009

Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
Nays: None

09 - 448 - Adoption of an ordinance accepting a grant in the amount of $30,000 from the
Virginia Department of Emergency Management and appropriating said funds in the FY
2009-2010 Grants Fund for use by the Portsmouth Department of Fire, Rescue, and
Emergency Services as lead agency for the Southside Regional Hazardous Materials
Team. Vision Principle: Thriving Neighborhoods and a Sense of Community.

Background:
. Each year the Virginia Department of Emergency Management (VDEM) provides
the Portsmouth Department of Fire, Rescue and Emergency Services with funds for the
Southside Regional Hazmat Team. The City of Portsmouth is the lead agency for this
regional team.
. When the Southside Regional Hazardous Materials Team was initially organized,
none of the other cities offered to be the lead team. Portsmouth volunteered and has
been the lead team since that time.
. The funds received enable Portsmouth to maintain a superior level of readiness
with regard to equipment, training, and technical expertise in dealing with hazardous
materials as required by VDEM.
. Portsmouth is required to have a minimum of seven people ready to respond to
an incident within the region at any given time.

Discussion:
. As the lead team in Southside Virginia, Portsmouth is more capable of serving
citizens, businesses and visitors in Portsmouth, as well as assisting the region in the
event of a hazardous materials incident.

Financial Impact:
. No local cash match is required.

Staff Recommends:
. Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a
Sense of Community.

Next Steps Following Council Action:
. Acquire necessary equipment and training to maintain the level of expertise
needed as the lead department for the Southside Regional Hazmat Team.

Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following
ordinance, and was adopted by the following vote:

"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $30,000 FROM THE
VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING
SAID FUNDS IN THE FY 2009-2010 GRANTS FUND FOR USE BY THE
PORTSMOUTH DEPARTMENT OF FIRE, RESCUE, AND EMERGENCY SERVICES
AS LEAD AGENCY FOR THE SOUTHSIDE REGIONAL HAZARDOUS MATERIALS
TEAM."

Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
Nays: None

- New Business -

09 - 449 - Boards and Commissions

There were no appointments.
